The Trinidad and Tobago Meteorological Service (TTMS) downgraded its Adverse Weather Alert (Orange Level) to Yellow Level at 1:42 PM this afternoon (Friday 28th October 2022). The Alert remains in effect until 3:00 PM tomorrow (Saturday 29th October 2022).
According to the Met Office, both islands are currently experiencing relatively settled conditions with just light rain in some areas. One or two isolated thunderstorms are still likely over the next twenty-four (24) hours, and with many areas still waterlogged, the potential for localized flooding remains high. Further rainfall accumulations of 25mm can be expected. Gusty winds in excess of 55 Km/h may be experienced near thunderstorms as well as street/flash flooding. Seas can become agitated at times in sheltered areas and landslides/landslips are also likely in areas so prone (especially as soils are now saturated). Persons are advised to not wade or drive through flood waters and should monitor weather conditions and river levels.

According to the Trinidad and Tobago Meteorological Service (TTMS), the conditions over Trinidad and Tobago this morning (Friday 28th October 2022) continues to be cloudy with showers or rain in varying areas and thunderstorms in a few areas. Low level convergence and moisture remains over Trinidad and Tobago, therefore the forecast is for continuing partly cloudy to cloudy conditions with occasional showers and extended periods of light rain.
There is a 60% (medium) chance of isolated heavy showers and thunderstorms mainly during the afternoon and overnight.
Riverine Flood Alert #1 (ORANGE Level) remains in effect.
Adverse Weather Alert #4 (ORANGE Level) remains in effect. However, the Met Office notes that there is a possibility that this could be downgraded to Yellow Level by this afternoon, because conditions have become a bit more settled and most of the intense convective activity have been observed to be offshore at this time. As a result of the Trinidad and Tobago Meteorological Service (TTMS) raising the alert levels to Orange for both Adverse Weather Conditions and Riverine Flooding, the Office of Disaster Preparedness and Management (ODPM) is advising the national community to be extra vigilant over the next forty-eight (48) hours.
In a Public Advisory issued on Thursday (27th October 2022), the ODPM stated that the levels of the Caroni River and the North and South Oropouche Rivers are already high and with a further 75mm of rainfall expected, “it is highly likely that these rivers will spill their banks in places. On account of this, the ODPM is alerting persons living downstream of these major rivers to consider elevating and securing their personal items in the event they overtop their banks.” Along the Caroni River, the ODPM said areas of concern include: Kelly Village, St. Helena, Las Lomas 1&2, Madras Road, La Paille Village, Greenvale, Pasea Extension, Trantrill Road, and Manuel Congo (Tumpuna South). Similarly, persons living downstream of the North Oropouche River, in areas such as: North Oropouche, Vega De Oropouche, Fishing Pond, Sangre Grande, and Caigual, are also urged to be cautious. Likewise, along the South Oropouche River, persons in the vicinity of villages such as: Debe, Tulsa Village, Penal, Barrackpore, and San Francique are reminded to be alert. Because of the extent of the rainfall over the past few days, the ODPM is also reminding persons that the soil is very saturated. Consequently, this can result in landslides in areas so prone, which in Trinidad especially includes the villages along the North Coast Road, Santa Cruz, Diego Martin, St. Ann’s, Lopinot, Cheeyou, Sangre Chiquito, South Oropouche, Sangre Grande, Princess Town and Cipero. In Tobago, the areas of concern are the villages along the Northern Coast inclusive of Castara, Moriah, Mason Hall, Golden Lane, Providence Road and Plymouth Road. In preparation for the escalation in the alert levels to Orange, the ODPM said it held its second Emergency Multi-Stakeholder Co-ordination and Readiness Meeting that involved representatives from the Disaster Management Agencies. These included the Trinidad and Tobago Meteorological Service (TTMS), Ministry of Rural Development and Local Government (MRDLG), Tobago Emergency Management Agency (TEMA), Trinidad and Tobago Defence Force (TTDF), Ministry of Works and Transport (MOWT), Ministry of Health (MOH), Trinidad and Tobago Electricity Commission (T&TEC) and the Water and Sewerage Authority (WASA), among others. At these meetings, the TTMS provides updates on the potential impact of the weather system and agencies provide updates on their states of readiness and whether any assistance is required. The ODPM states that while agencies are ready to assist as required, “the public is encouraged to support each other by remaining ready and sharing only official information from the ODPM, TTMS and the MRDLG.” The ODPM reiterates that Trinidad and Tobago is not under any Tropical Storm or Hurricane Watch or Warning. The Water and Sewerage Authority (WASA) is advising customers in parts of North, Central and South Trinidad, served by the Caroni Water Treatment Plant, that production has been reduced at the Plant which may result in reduced supply to some customers from 3:00 PM on Thursday 27th October 2022 until 3:00 PM on Saturday 29th October 2022.
WASA said this has become necessary due to flooded river conditions and clogged screens currently being experienced at the raw water intake of the facility, due to the weather conditions as per the Inter-Tropical Convergence Zone (ITCZ). According to the Trinidad and Tobago Police Service (TTPS), Ryan Rampersad, of Church Street, Ponderosa, Golconda, Ste. Madeleine, was charged with the offence, following advice received from the Director of Public Prosecutions (DPP), Roger Gaspard, SC. He is due to re-appear in Court on 16th November 2022. Reports indicate that around 6:00 AM on Sunday 9th October 2022, the Command Centre received information about the fatal shooting of a 15-year old boy and the concealment of the body. The Officers proceeded to the location, and while conducting a search of the area, they discovered the lifeless body of Videsh Dookran, inside an abandoned outhouse. Extensive investigations were conducted into the matter by Officers of the Homicide Bureau Region III, which resulted in the arrest of an 18-year-old male suspect on 18th October 2022. The suspect was formally charged with murder on 25th October 2022 by WPC Tricia Knights. The investigation was spearheaded by Superintendent (Ag.) Sean Dhillpaul. |
