Several families plunged into deep sadness tonight (Monday 28th February 2022) when Paria Fuel Trading Company Limited announced the recovery of the bodies of three (3) of the four (4) divers who went missing on Friday 25th February 2022. Paria said the bodies of these three (3) missing divers were recovered around 5:55pm this evening. “The families of the deceased were first to be notified simultaneously at 6pm by Paria. Attempts to retrieve the fourth body are still ongoing.” Paria said it joins the families in mourning their loss and is “continuing to provide support and counselling as they deal with this profound loss.” The four (4) men were part of a LMCS Limited crew conducting an underwater maintenance exercise at #36 Sealine Riser on Berth #6 at Paria, Pointe-a-Pierre when the incident occurred. Paria added, “No effort was spared in the attempts to treat the bodies with the utmost respect during the recovery operation. The Ministry of Health revealed in its daily COVID-19 update this afternoon (Monday 28th February 2022) that there are 363 new COVID-19 cases in Trinidad and Tobago plus six (6) additional deaths. T&T’s total active positive cases is currently at 21,825. The number of new cases represents a 22.77% decrease in reported cases from yesterday.
There have been 16,218 new cases and 224 deaths in the month of February. The Ministry reported 470 new cases yesterday plus five (5) more unfortunate deaths. The country’s death toll has increased to 3,628. As of 25th February 2022, 243 deaths were fully vaccinated persons while 2,975 deaths were not fully vaccinated. 390 deaths were recorded prior to 24th May 2021 (date at which the first group of vaccinated persons became fully vaccinated). A total of 702,837 persons have been fully vaccinated, representing 50.2% of the population. Meanwhile, 697,163 persons are not fully vaccinated (only received a first dose or no doses), representing 49.8% of the population. 135,494 persons in total have taken a booster shot. Based on data from 22nd July 2021 - 25th February 2022, 2,663 patients in the parallel healthcare system (Hospitals and step-down facilities) are fully vaccinated, representing 16.8%, while 13,177 are not fully vaccinated, representing 83.2%. The Ministry states that the number of positive cases reported reflects the samples taken during a 5-day period between 23rd - 27th February 2022 and not the last twenty-four (24) hours. The Ministry also notes that there are currently 357 COVID-19 positive patients in total being treated at Hospitals and step-down facilities. The Water and Sewerage Authority (the Authority) is advising customers and the general public that in keeping with its 2022 Dry Season Water Supply Management Plan, effective Midnight on Tuesday 1st March, until 30th June 2022, the use of hosepipes and any similar apparatus for the purpose of, among other things, watering private gardens and/or washing private motor cars, will be prohibited in accordance with the Water and Sewerage Act Chapter 54:40 of the Laws of Trinidad and Tobago (the "Act").
Customers and the general public are further notified that, under the Act, the Authority has the responsibility for administering the supply of water and promoting the conservation and proper use of water resources. In particular, the Act provides for the following:
The Authority states that, “Customers and the general public should note that upon the production of authenticated documents, authorized Officers of the Authority have the general power to enter any premises supplied with water at all reasonable hours in order to examine if there is any waste or misuse of such water.” Any person who breaches this prohibition is liable to a fine upon summary conviction. The Authority also notes that there will be increased patrols to ensure compliance with this ban. The Authority asks that the public complies with this prohibition and it says it “looks forward to your co-operation.”

Chairman of Paria Fuel Trading Company Limited, Newman George, confirmed on Sunday night (27th February 2022) that the four (4) missing divers, Fyzal Kurban, Kazim Ali Jr, Rishi Nagassar and Yusuf Henry are dead. The announcement was made at a Press Conference at the former Petrotrin Staff Club in Pointe-a-Pierre shortly after 8pm on Sunday. Also present at the Press Conference were General Manager Mushtaq Mohammed and Terminal Operations Manager Collin Piper. Chairman George said, “The operation has now moved from rescue to recovery.” This was based on consultation among Paria, the Coast Guard, LMCS Limited (the divers’ employer), expert divers and other stakeholders, after it was determined the probability of the men's survival was low. Expressing the company's condolences to the divers' families, George said, “This has not been an easy decision,” and added, “We did not take that decision [to announce the shift from rescue to recovery] unilaterally.” A water displacement process will be used to gently move the divers' bodies along the pipeline “so they can be collected with dignity and respect” at Berth 6, where the incident happened, and returned to their families. After saying the company had been doing its best to keep the families and the public informed about the efforts to find the missing divers, George said the news that they were dead was shared with relatives before the Press Conference started. The time or times of death of the divers could not be determined. While the recovery operation is ongoing, George said it would not be until Monday, when sufficient water pressure is built up inside the pipeline, to ease the bodies along. While he could not provide a timeframe for recovering the bodies, he reiterated it will be done in a respectful and dignified manner. George and General Manager Mohammed said an investigating team will be assembled to determine the cause of the incident. While admitting there were emergency divers on standby to help, Mohammed and Terminal Operations Manager Piper said the advice emerging from the consultation amongst the stakeholders at the time was that it was too risky to send divers in to find the missing men. Mohammed and George declined to respond to claims from relatives and other people that the rescue response was too slow or that Paria was negligent or liable for the incident. George said the investigation will determine that. Relatives who had been waiting in a car park outside Heritage Petroleum's administrative building in Pointe-a-Pierre since the incident, were shocked and saddened by the news that the divers were declared dead, and that efforts were now being made to recover their bodies. The families were joined on Sunday by members of the Movement for Social Justice (MSJ), Oilfield Workers Trade Union (OWTU) and First Wave Movement who picketed in front the main gate of the Heritage Petroleum’s administrative building. In a Media Release on Sunday afternoon (27th February 2022), Paria Fuel Trading Company Limited (Paria) said joint efforts continue to locate four (4) out of five (5) divers employed by LMCS Limited who were involved in an incident on Friday while working on a 30-inch pipeline located at No. 36 Sealine Riser on Berth No. 6 at Paria. The 400m pipeline is on the seabed in sixty (60) feet of water off Pointe-a-Pierre. Paria states that at around 2:30pm on Friday (25th February 2022), the LMCS divers, while in LMCS' hyperbaric chamber (or diving bell), were conducting underwater maintenance on the said pipeline when the onshore monitoring team was alerted to an issue. According to Christopher Boodram, the crew member who managed to make his way back up the pipeline and was pulled out, the divers fell into the pipeline from LMCS’ hyperbaric chamber. Mr. Boodram is currently receiving treatment. Immediately upon learning of the incident, Paria said it initiated its Incident Management Team (IMT) and contacted the Coast Guard, other authorities, and expert divers to begin rescue efforts. The remaining four (4) divers have been identified as: Fyzal Kurban, Rishi Nagassar, Yusuf Henry and Kazim Ali Jr. Given the confined space and the uncertainty of the conditions in the pipeline, Paria said the joint team comprising LMCS, Paria and other partners “are exploring all possible solutions” to locate the remaining four (4) divers. Effective from 2nd March 2022, regularly scheduled in-person interviews for Visitor Visas for business and tourism (B1/B2) will resume at the Consular Section of the U.S. Embassy Port-of-Spain.
Visa Chief Frank Lavoie said appointments for all Non-Immigrant Visas, including Tourist Visas, will resume on a limited scale. Lavoie added, “The Embassy has worked tirelessly to safely resume these interviews. The relationship between the United States and Trinidad and Tobago is strong. People-to-people ties, which we strengthen through tourism and business visits, are central to that relationship.” Visa fees that applicants have already paid will be valid until 30th September 2023.
Applicants visiting the Embassy must wear masks and follow the guidelines of Embassy staff to ensure adherence to all COVID-19 protocols. People who are ill during the days before their interviews must reschedule their appointments to safeguard the health of Embassy staff and other applicants.

Russian President Vladimir Putin raised the alert status for his nuclear forces to “special regime of combat duty” on Sunday (27th February 2022) as Russia and Ukraine battle for the fourth consecutive day.
The President ordered the Russian Defense Minister and the Chief of the military's General Staff to put the nuclear deterrent forces in a "special regime of combat duty." The move signals tensions could boil over into a nuclear war. Putin spoke at a meeting Sunday with his top advisers and said NATO powers had made “aggressive statements” and that the West was imposing hard-hitting financial sanctions against Russia and himself. “Western countries aren’t only taking unfriendly actions against our country in the economic sphere, but top officials from leading NATO members made aggressive statements regarding our country,” Putin said in televised comments.
Former DIA Intelligence Officer, Rebekah Koffler, said, “He is right now threatening a nuclear escalation,” and added, “This is a veiled threat – or maybe such a veiled threat - he just met with his Chief of General Staff and Minister of Defense. He is escalating the conflict into the nuclear domain in order to de-escalate – that is topple Kyiv’s regime quickly.”
Meanwhile, U.S. Ambassador to the United Nations, Linda Thomas-Greenfield, said Sunday on CBS's “Face the Nation” that Putin's order is an unacceptable escalation. “It means that President Putin is continuing to escalate this war in a manner that is totally unacceptable and we have to continue to stem his actions in the strongest possible way,” she said. The Russian President issued an ominous warning last week that countries who interfere with his invasion of Ukraine will face “consequences you have never seen.”
