A Penal man was granted bail when he appeared in Court yesterday (Monday 29th April, 2024) after being charged for robbery with violence.
According to the Trinidad and Tobago Police Service (TTPS), Lawrence George, 32, of Clarke Road, Penal, appeared before Master Shabiki Cazabon on Monday at the San Fernando Masters Court. He was granted $25,000 bail with a surety or cash alternative of $6,500. He was also ordered to report to the Penal Police Station once a week and have no communication with the victim. He is scheduled to re-appear in Court on 27th May, 2024. The charge was laid following an incident that took place on Saturday (27th April, 2024). According to Police reports, around 4:30 AM on Saturday, a 38-year-old patron at a bar on Southern Main Road, Debe, was approached by a man who allegedly accused him of owing him money. The suspect allegedly dealt the patron several blows about the body and relieved him of a cell phone, car keys and alarm, and a wallet containing identification cards and a debit card. He then escaped in a vehicle. The 38-year-old made a report to the Penal Police Station and also visited the San Fernando General Hospital (SFGH), where he was treated and discharged. A quick and thorough investigation conducted under the supervision of ASP Phillip, Insp. Mohammed, and Sgt. Nanan of the San Fernando Criminal Investigations Department (CID), led to the suspect’s arrest the same day. He was subsequently charged by WPC Sheppard on Monday (29th April, 2024).

Four (4) men are now assisting Police with enquiries following a report of robbery with aggravation/robbery with violence, where Officers found and seized a firearm and ammunition during anti-crime exercises yesterday (Monday 29th April, 2024).
According to reports, around 2:17 PM on Monday afternoon, a man was conducting sales at a bar located at Mon Plasir Road and River Road, Cunupia, when he was approached by two (2) men, one armed with a firearm, who pointed it in the direction of the victim and announced a robbery. The said suspects proceeded to relieve the victim of six (6) bottles of Hennessy, two (2) 170ml bottles of Puncheon rum, ten (10) packs of cigarettes, along with TT $1,336. The bandits then proceeded outside the bar and approached another victim and relieved him of a gold chain and a gold bera, valued at approximately TT $30,000. Two (2) other men were also relieved of their jewellery. One victim was shot in his leg during the robbery. Based on intelligence information relative to the report, Officers of the Central Division Gang Unit and Central Division Task Force, Area North, intercepted a white Toyota Axio with four (4) suspects — a 38-year-old, a 29-year-old and two (2) 19-year-olds. A search of the vehicle was conducted and Officers found the following items:
The four (4) suspects were arrested and conveyed to the Police Station where they are assisting Officers with investigations.
The Ministry of Works and Transport is advising the general public that normal hours of operation will resume on Wednesday (1st May, 2024) at the Wrightson Road Licensing Office, following its closure today (Tuesday 30th April, 2024) due to utility issues.
The Ministry notes that persons affected by Tuesday’s closure are NOT required to reschedule their appointment and will be accommodated during the period Wednesday 1st May - Tuesday 7th May, 2024. To complete a transaction, an individual MUST provide proof of their previously-scheduled appointment for the Wrightson Road Licensing Office. Additionally, persons are reminded that proof of address (utility bill no older than three months) is required to complete a licensing transaction. The accepted forms of proof of address include a cable bill, home internet bill, electricity bill (T&TEC), OR water bill (WASA). If a customer does not have a utility bill in their name, he or she is required to produce a letter of authorization from the owner and a copy of their national identification. The Ministry said it apologizes for any inconvenience caused and thanks the public for their continued co-operation. The Trinidad and Tobago Electricity Commission (T&TEC) is advising customers that planned maintenance work will affect several areas of Penal and Princes Town on Wednesday (1st May, 2024). This may result in loss of electricity between the hours of works.

T&TEC says it regrets the inconvenience which may be caused by these interruptions. The Trinidad and Tobago Housing Development Corporation (HDC), in collaboration with the Trinidad and Tobago Housing Development Corporation Asset Management Company Limited (AMCoL), is continuing its Collection Drive throughout the country.
In a Media Release on Monday (29th April, 2024), the HDC said it should be noted that, before a tenant is evicted, a Letter of Arrears is sent to the resident. “The tenant is encouraged to visit the Corporation to settle their debts or establish a payment plan. Failure to do so will result in the HDC issuing a Notice to Quit — Notices given to registered tenants who are in breach of their respective agreements — which informs the tenant they should vacate the premises. If they do not vacate the premises by the stipulated time frame they are told, in person, they will be evicted. If tenants choose to stay after all attempts have been made to recover funds, they are evicted.” The HDC said as of 29th April, 2024, fifteen (15) tenants were evicted. The Media Release continued, “These tenants did not respond to the HDC's numerous attempts to pay their arrears by way of lump sum payments or payment plans. They also did not inform the HDC of any issues or challenges that prevented them from paying their arrears and honouring their monthly commitments. The Corporation has encouraged and continues to maintain open communication with residents, and has made accommodations for tenants during times of great misfortune. During the COVID-19 Pandemic, the HDC imposed a moratorium on its clients, particularly those who required social assistance and additional support. As a result, the HDC debunks the accusations in the public domain that it is targeting specific groups of people.” The HDC said it also seeks to clarify the “pessimistic perspective held by some that the Corporation is apathetic to the needs of the community it serves and by extension, the society. This attempt to tarnish the image of the HDC is held by a mischievous few, and not by the thousands who have benefitted from Government-subsidized housing.” The HDC added that it must “emphasize that the evictions will continue” from Tuesday (30th April, 2024), in several housing developments across the country, including:
The Media Release concluded by saying, “Following eviction, the HDC processes the unit for reallocation. It is expected that those who are evicted will honour their previous commitments to the Corporation, and settle their arrears. It is never the intention of the HDC to evict persons from their homes. Still, this measure has become necessary to recover millions of dollars owed to the Corporation and reclaim affordable units to house those most in need.”
The Environmental Management Authority (EMA) said it has launched an official investigation into the destruction of a turtle nesting site at Turtle Beach in Tobago, which is an important site for endangered leatherback turtles in Tobago. This investigation follows a video that has recently surfaced on social media, showing what appears to be land works and crushed turtle eggs scattered along the sand at Turtle Beach.
In a Media Release today (Tuesday 30th April, 2024), the EMA said, “As part of this investigation, Officers from the EMA's Environmental Police Unit (Tobago Office) and Officers of the Division of Food Security, Natural Resources, the Environment and Sustainable Development of the Tobago House of Assembly (THA), conducted a joint site visit today, 30 April 2024, to ascertain the extent of the works conducted.” The EMA is reminding all that leatherback turtles have been designated as one of the Environmentally Sensitive Species (ESS) and are protected by law. “Habitat preservation is crucial for their annual nesting period between March and September, and appropriate enforcement action will be taken against those committing acts in contravention of the requirement to refrain from any unauthorized activity impacting on the environment with respect to an ESS, pursuant to Section 62(d) of the Environmental Management Act, Chap. 35:05 (the Act). According to the Act, “Any person who knowingly or recklessly undertakes or conspires to allow any activity in an environmentally sensitive area or with respect to an environmentally sensitive species designated under Section 41, which may have an adverse impact on the environment within such area or on such species, commits an offence.” Citizens must also note that individuals who commit an offence involving any of the ESS, including the five (5) turtles, can be imprisoned for two (2) years and pay a fine of $100,000. Members of the public are advised to come forward with any information on who was responsible for the act, including video and photographic evidence that may have captured the equipment doing the clearing. Commissioner of Police, Erla Harewood-Christopher, is commending the invaluable contribution of Police intelligence units in the successful dismantling of a prominent international drug trafficking network, resulting in the apprehension of an international criminal.
On 5th April, 2024, the Spanish National Police, in collaboration with international agencies such as the Drug Enforcement Administration (DEA), the National Crime Agency (NCA), and law enforcement from the Netherlands, France, Ireland, Trinidad and Tobago, along with other regional and international law enforcement agencies, successfully dismantled a prominent international drug trafficking network. This criminal organization, operating primarily in the Spanish Levante area, was intercepted while transporting a ton of cocaine via sailboat from Suriname to Valencia. In a Media Release on Friday (26th April, 2024), the Trinidad and Tobago Police Service (TTPS) said the operation resulted in the seizure of 1,165 Kilograms of cocaine hidden aboard a sailboat, with another ton of the narcotic substance intercepted. A total of thirty-one (31) individuals associated with the organization were arrested, while assets totaling ten (10) million Euros were seized, including three (3) boats valued at 4.2 million Euros, forty-four (44) vehicles, forty (40) branded watches, sixty (60) works of art, fifty-four (54) mobile phones, and a virtual cryptocurrency wallet. Additionally, forty-four (44) properties were seized and seventy-four (74) bank accounts were blocked. This operation, initiated in mid-2022, involved co-operation among many regional and international arms of law enforcement. The arrest of the international criminal was a significant breakthrough in the fight against transnational organized crime. The TTPS played a pivotal role in this operation by providing crucial intelligence on the crew and the said sailboat involved in the drug trafficking operation. The vessel implicated in the drug trafficking operation, arrived in Trinidad and Tobago in April 2023, with four (4) crew members from Suriname. A TTPS intelligence unit diligently monitored the crew and the vessel while docked at Chaguaramas, contributing significantly to the success of the operation. Their meticulous work filled critical gaps in the intelligence framework and facilitated the development of key relationships with foreign partners, based on the information provided. CoP Christopher praised the dedication and professionalism of the Officers involved, stating, “The outstanding work done by the Officers in the apprehension of this notorious international criminal, demonstrates Trinidad and Tobago's unwavering commitment to global security. When we help dismantle the international criminal networks who ply their trade in our jurisdiction, we help ourselves, as we weaken the regional and local drug trafficking networks and reduce the impact of transnational organized crime. The TTPS stands ready and able to play its role in supporting complex international criminal investigations.”
Peter Smith has left Tobago and is currently receiving further medical treatment in Miami. According to reports, the 64-year-old British national, who was brutally attacked by a ferocious bull shark on Friday morning (26th April, 2024), was airlifted to Miami via medical evacuation on Monday evening (29th April, 2024).
The harrowing shark attack, which made headlines around the world, including on BBC and Fox News, occurred while Smith was bathing about ten (10) metres from shore at Courland Bay last Friday. He sustained severe injuries which included a laceration on the stomach, damage to his left hand and thigh as well as tissue damage.
The Tobago House of Assembly (THA) said the incident involved a bull shark, estimated to be between eight (8) to ten (10) feet (2.4m to 3m) long and two (2) feet (60cm) wide. Following the attack, ten (10) beaches on the island were restricted for bathing and all marine activities until further notice. Smith was a guest at the Starfish Hotel in Tobago at the time and was expected to leave for the United Kingdom on the day of the incident. More on this as it becomes available.
