According to the Office of the Prime Minister (OPM), Prime Minister Keith Rowley returned from Los Angeles, California, on Thursday night (30th June 2022) and will depart for Suriname on Saturday (2nd July 2022).
He will attend the 43rd Regular Meeting of the Conference of Heads of Government of CARICOM in Suriname, where United Nations Secretary-General António Guterres is scheduled to attend the opening ceremony on Sunday (3rd July 2022). The Prime Minister has called for a Press Conference at 2pm on Saturday (2nd July 2022) at the VIP Lounge, Piarco International Airport, before he departs for Suriname. He is expected to address a wide range of pressing matters that have arisen since he departed for Los Angeles almost a month ago. Finance Minister Colm Imbert acted as Prime Minister during his absence and is expected to do so again when P.M Rowley is in Suriname.

The Ministry of Health revealed in its daily COVID-19 update this afternoon (Friday 1st July 2022) that there are 203 new COVID-19 cases in Trinidad and Tobago plus one (1) additional death. T&T’s total active positive cases is currently at 6,394. The number of new cases represents a 72.03% increase in reported cases from yesterday.
The Ministry reported 118 new cases yesterday plus two (2) more unfortunate deaths. The country’s death toll has increased to 4,012. As of 29th June 2022, 290 deaths were fully vaccinated persons while 3,329 deaths were not fully vaccinated. 390 deaths were recorded prior to 24th May 2021 (date at which the first group of vaccinated persons became fully vaccinated). A total of 714,123 persons have been fully vaccinated, representing 51% of the population. Meanwhile, 685,877 persons are not fully vaccinated (only received a first dose or no doses), representing 49% of the population. 166,363 persons in total have taken a booster shot. Based on data from 22nd July 2021 - 29th June 2022, 3,737 patients in the parallel healthcare system (Hospitals and step-down facilities) are fully vaccinated, representing 19.3%, while 15,615 are not fully vaccinated, representing 80.7%. The Ministry states that the number of positive cases reported reflects the samples taken during a 3-day period between 28th - 30th June 2022 and not the last twenty-four (24) hours. The Ministry also notes that there are currently 105 COVID-19 positive patients in total being treated at Hospitals and step-down facilities (up 1.94% from yesterday). Two (2) are in the Intensive Care Unit (ICU) and two (2) are in the High Dependency Unit (HDU). Minister of Education, Dr. Nyan Gadsby-Dolly announced at this morning’s Press Conference (Friday 1st July 2022) that over 9,000 students scored under 50% in this year’s SEA results. In light of this, along with other low-performance statistics, there will be a Vacation Revision Programme running from 18th July to 12th August 2022 at twenty-six (26) secondary schools. She noted this would require 600 teachers.
The Minister added that these classes will have no more than fifteen (15) students and will run from 9am to 3pm. Registration will take place between 11th to 15th July 2022 and parents are advised to register at a school closest to their home. This programme will cost the State approximately $10 million. At this morning’s Press Conference, the Minister shared that the percentage of students that scored above 50% in 2022 was 37.06% compared to 63% in 2020 and 52.49% in 2021. The percentage of students that scored 30% or below in 2022 was 27.81% compared to 11% in 2020 and 17.7% in 2021. Minister Gadsby-Dolly also shared that the percentage of students that scored over 90% in 2022 was 0.47% compared to 3% in 2021. The Minister said these statistics show a clear reduction in achievement which can be linked to learning-loss due to lack of face-to-face schooling. Acting Commissioner of Police (CoP), Mc Donald Jacob, wishes to give the citizens of Trinidad and Tobago, especially of Rich Plain, Diego Martin, the assurance that the Trinidad and Tobago Police Service (TTPS) will adhere to the rule of law regarding the investigation into the fatal shooting of PC Clarence Gilkes.
The Police Complaints Authority (PCA) announced in a scathing Press Release on Thursday (30th June 2022) that it has concluded that members of the TTPS abused their power and deliberately mislead the Acting CoP. The Authority said this incident “is one of the clearest examples of abuse of Police power that the PCA has investigated to date.” A Media Release from the TTPS on Thursday states that the lead investigator, Snr Supt Joseph Chandool, together with investigators from the Professional Standards Bureau (PSB), are still actively investigating the incident. The Media Release added that on Wednesday (29th June 2022), the Acting CoP together with the Head of the PSB, Snr Supt Suzette Martin and the lead investigator, Snr Supt Chandool, held a meeting with PCA Director, Mr. David West, along with two (2) of his investigators, where a completed investigative file was handed over to the Acting CoP. Acting CoP Jacob then handed over the file to Snr Supt Chandool, and he was advised to continue the normal procedure of linking the evidential file with that of the PCA and to continue the investigation. Commissioner (Ag.) Jacob notes that the investigation is currently at a critical stage and when the Police investigators complete their inquiry, they will be required to visit the Office of the Director of Public Prosecutions (DPP) for guidance and advice. The Acting CoP also states that the TTPS is the institution provided with the mandate and responsibility to proffer charges against persons, while the Courts of the country decide on the innocence or guilt of persons who are charged. He also assures that the public will be advised when the final advice is given by the DPP regarding this matter. The Trinidad and Tobago Meteorological Service (TTMS) has issued an Adverse Weather Alert (Yellow Level) for a total of twelve (12) hours. The Alert begins at 5am this morning (Friday 1st July 2022) and will remain in effect until 5pm.
According to the Met Office, there is a high (70%) chance that the passage of a Tropical Wave will result in heavy showers/thunderstorms, initially favoring Tobago during the morning and then over Trinidad by late morning into the afternoon. These thunderstorms can produce intense rainfall of over 25 mm. Street and/or flash flooding are possible in areas so prone, causing minor traffic disruptions. Electrical discharges are also likely. The threat of gusty winds will also be present. These wind gusts may be brief, but are capable of breaking tree branches, displacing unsecured roofs and loose outdoor objects, and can even topple over unhealthy trees.
