An Arima woman was granted bail in the sum of $100,000 on three (3) fraud offences, when she appeared before two (2) Justices of the Peace this week. Natasha Vickers, 42, was charged with possession of a forged Republic of Trinidad and Tobago Identification Card and uttering of a forged Republic of Trinidad and Tobago Identification Card, when she appeared before JP Stephen Young on Thursday 29th April 2021.
According to the Trinidad and Tobago Police Service (TTPS), she was granted $40,000 bail for these offences. The accused was also charged with one (1) count of uttering of a forged Republic of Trinidad and Tobago Passport and was granted bail with a surety in the sum of $60,000, when she appeared before JP Jerry Joseph, also on Thursday 29th April 2021. She is expected to appear at the Port-of-Spain Magistrates’ Court on 28th May 2021. The accused allegedly went to a commercial bank on Monday 26th April 2021 to conduct a transaction, during which she uttered a T&T Passport, together with a T&T Identification Card, in the name of “Simone Evelyn,” to a Customer Service Officer. Both documents were accepted as genuine, however, upon examination they looked suspicious. A report was made to Officers of the San Juan Police Station and the accused was arrested. She was handed over to the Fraud Squad and an investigation launched into the matter. The documents were later found to be fraudulent and the accused was charged by PC Belfast on Wednesday 28th April 2021.

Below are the key points discussed today, courtesy of TTT Live Online: - Prime Minister Keith Rowley stated that in the last 24 hours, 328 positive COVID-19 cases were reported. - As a result of these escalating numbers, the Prime Minister announced many new COVID-19 restrictions that will go into effect from Midnight tonight until 23rd May 2021. - The following services and establishments will be closed:
- The Public Service will operate on “essential service” only. - Inter-island travel between Trinidad and Tobago will be limited to three (3) trips per day for planes and 25% capacity for boats. - Prime Minister Rowley shared troubling news on the availability of vaccines to T&T. He stated that possible contamination of AstraZeneca vaccines at a production company in the U.S could further dampen our efforts against the Pandemic. The Prime Minister went on to indicate that T&T's next batch of COVID-19 vaccines from COVAX is coming from Italy and it is uncertain if the Italian embargo on vaccines will affect our shipment. - The Prime Minister announced that Government has taken a decision to use the 38,000 vaccine doses being reserved for second shots, to administer first doses to persons. P.M Rowley indicated that receiving one dose is still beneficial in protecting against COVID-19 if T&T fails to receive the second tranche of vaccines. However, the Prime Minister stated that if everything goes as scheduled, everyone will be able to receive their two (2) doses. - Prime Minister Rowley said that street vendors can continue to operate for the time being, children will still be allowed to go to school in preparation for major exams and as long as you are masked and don't congregate, outdoor exercise is still allowed. - Prime Minister Rowley appealed to the population to NOT travel to Tobago unless it is essential or an emergency. - The Prime Minister also indicated that ongoing monitoring shows that the behaviour in homes (parties and limes) are a major contributor to the numbers being seen and urged the population to refrain from such activities. The new head of the Special Operations Response Team (SORT), Superintendent Roger Alexander, was announced during the Trinidad and Tobago Police Service (TTPS) weekly Media Briefing on Wednesday (28th April 2021) by Commissioner of Police, Gary Griffith. The former head of SORT, Mark Hernandez, was immediately sent on suspension leave, according to Commissioner Griffith, given the charges laid against him. Speaking immediately after the announcement, Alexander said that SORT at this time required experienced policing and bringing the public closer, “because we see what is happening now with the proliferation of guns and ammunition in our country, we have to do something different. What we already have, we tweak on it, we add to it to give the public that trust and confidence that all is well.” The Commissioner rubbished a popular perception that SORT is an “aggressive unit” and noted during the Briefing that there have been 163 fatal Police shootings in the last two and a half years, only nine (9) of which involved SORT. “SORT is here to stay and will be bigger and better and serve the public in an efficient manner,” Griffith added. In a brief interview with his co-host Marlan Hopkinson during Wednesday’s Beyond The Tape show, Alexander explained what his agenda will be. “A new direction we’ll be looking at in terms of training and development, not just training in weapon tactics but training on a whole in terms of different aspects of policing. Then it gives someone broader shoulders to tote the weight, meaning that we are not timid when coming to any situation involving policing that confronts us. We’ll be able to treat with every situation, so that has to do with training and development from other agencies within the TTPS.” Asked what are his targets specifically when it comes to crime, Alexander replied: “Gangs, gun, persons who importing guns, gang warfare and when I say gangs, it speaks to those getting together for home invasions, robberies, shootings and murders. All those persons in that circle, but at the same time finding the way to protect our citizens so they can sleep at night and go about their lawful business by day.” Alexander also had a special message for criminals throughout the country: For the criminal element, you continue to chastise persons, shoot, rob, kill, home invasion, rape and you want to do this on a daily basis, every night and then you must go home to your bed and sleep after you distress persons, make every one, sometimes 10 victims for the night, victims of crime because of your behaviour and you want to go home to your bed and rest. I suggest that you sleep with your eyes open constantly because you never know when we will come knocking, or sometimes we might not come through the front door, we might hit you a Santa Claus and come through the roof. For the first time in this country’s history, a person convicted of a criminal offence was affixed with an electronic device, allowing the State to monitor the person’s whereabouts continuously and with immediate effect. According to a Media Release from the Ministry of National Security on Thursday (29th April 2021), the installation of the device was performed on Wednesday by the Ministry’s Electronic Monitoring Unit, following an order of the High Court on 23rd April 2021 via which the offender was granted bail, on a condition of compliance with the parameters of the Electronic Monitoring Programme. The offender will be placed on Home Detention for a period of a year and will be required to wear the electronic monitoring ankle device twenty-four (24) hours a day for the duration of the period. Failure of the person to comply with any of the terms of the order will result in the revocation of bail and immediate withdrawal from the Electronic Monitoring Programme. The Ministry states that Electronic Monitoring is one of the major initiatives being implemented by the Government of Trinidad and Tobago to “transform and modernize the criminal justice landscape in this country.” The ultimate goal of the Electronic Monitoring System is to introduce a new sentencing option to the Court as an alternative to incarceration, which will reduce prison overcrowding and introducing a more effective offender management system.
