The Ministry of Health revealed in its daily COVID-19 update this afternoon (Tuesday 30th November 2021) that there are 763 new COVID-19 cases in Trinidad and Tobago plus twenty-four (24) additional deaths. These new patients will be processed for admission at the discretion of the CMOHs.
The number of new cases is the second-highest since the start of the Pandemic and represents a 65.15% increase in reported cases from yesterday. The highest number of new cases was also recorded in November — 781 on the 17th. The Ministry provided the following information about the latest deaths:
There have been 14,032 new cases and 462 deaths in the month of November. When compared to October, cases have increased by 111.96% and deaths have increased by 115.89%. November (14,032 cases) has broken May’s record for the highest monthly total cases since the start of the Pandemic. November is also the deadliest month on record (compared to 352 deaths in June). The Ministry reported 462 new cases yesterday plus nineteen (19) more unfortunate deaths. The country’s death toll has increased to 2,158. T&T’s total positive cases now leaps to 71,361, with 10,840 being active cases. A total of 58,363 patients have recovered from the virus to date. 9,362 persons are in home self-isolation and there are eighty-six (86) persons in total at State quarantine facilities. A total of 645,135 persons have been partially vaccinated with a first dose and 643,682 have been fully vaccinated (including single-dose Johnson & Johnson). 24,207 persons in total have taken an additional primary dose. The percentage of patients in the parallel healthcare system who are NOT fully vaccinated is 90.9% (based on data from 22nd July - 10th November 2021). The Ministry states that the number of positive cases reported reflects the samples taken during a 3-day period between 27th - 29th November 2021 and not the last twenty-four (24) hours. The Ministry also notes that there are currently 531 COVID-19 positive patients being treated at Hospitals with twenty-three (23) in the Intensive Care Unit (ICU) and thirty-six (36) in the High Dependency Unit (HDU). 184 patients are in step-down/transition facilities across T&T. The Alert begins at 6pm this evening (Tuesday 30th November 2021) and will remain in effect until 2pm on Wednesday (1st December 2021).
According to the Met Office, there is a high (70%) chance of brisk isolated heavy showers/Thunderstorms with accompanying gusty winds in excess of 55 Km/hr. These wind gusts will be brief but are capable of breaking tree branches, displacing unsecured roofs and loose outdoor objects, and can even topple-over unhealthy trees. Prison Officer Nigel Jones, assigned to the Wayne Jackson Building at the Maximum Security Prison at Golden Grove, Arouca, was shot and killed in Siparia on Monday afternoon (29th November 2021). His brutal killing was captured on CCTV cameras nearby. This is the second time within the last three (3) days in which a Prison Officer was killed, prompting an emergency meeting by members of the Executive of the Prison Service. According to reports, Jones and his 3-year-old daughter were standing on High Street near the Fyzabad taxi stand around 1:30pm on Monday when a silver Mazda 323 motor vehicle pulled up alongside him. Jones was holding his daughter’s hand at the time. An occupant of the car then opened fire on Jones. He was shot to the head and collapsed to the ground. His daughter was fortunately not injured in the shooting. The suspects fled the scene. In heartbreaking footage of the incident, she could be seen frantically running away from her father, trying to make sense of what she just witnessed. She ran into a car park where she was held by someone who attempted to comfort her. Police and Officers of the Siparia CID and the South-Western Division Task Force responded to the scene after being notified by persons on the street. Commissioner of Prisons, Dennis Pulchan, spoke with the media on Monday about the incident. He said, “First allow me to extend my condolences to the friends and family of Mr. Jones. His death has hit our institution very hard, especially following last week’s killing with Mr. Serrette. I’m not comfortable that my Officers are falling. At the end of the day, a Prison Officer is there to do a job. He’s not there to fight anyone. He’s there to maintain security. It’s his job. There are criminal elements in the Prison walls who take this differently, and seriously and go against them for just doing their jobs. And this is unacceptable.” Pulchan added, “This is an attack on the country, on law enforcement. This is not a Prison issue, it’s a National Security [issue]. The Trinidad and Tobago Prison Service is a member of the National Security landscape and everything that can be done is going to be done to bring an end to these attacks and find those responsible. Being a Prison Officer is one of the most high-risk jobs in the country right now and I am urging all Officers to be on the alert and to be cautious. There are cold blooded killers out there, who want to do harm to Prison Officers for doing their jobs.” Just a few days prior to the killing of Jones, Prisons Officer II, Trevor Serrette, of Valencia was gunned down at a fruit stall near his home on Friday (26th November 2021). He was a member of the Prison Service for over twenty-six (26) years and like Jones, was also last assigned to the Wayne Jackson Building at the Maximum Security Prison. Senior Superintendent of Police, Traffic and Highway Patrol Branch, Wayne Mystar, is strongly urging drivers to adhere to the speed limit along the Nation’s Highways, particularly at night. This comes as Highway Patrol Speed Teams issued ninety-one (91) fixed penalty notices to drivers over the weekend for exceeding roadway speed limits — with the highest being clocked at 178 Km/h.
According to the Trinidad and Tobago Police Service (TTPS), enforcement exercises were executed along the Diego Martin, Churchill Roosevelt and Uriah Butler Highways. Snr Supt Mystar stated, “Speed enforcement is a critical part of the TTPS’ road policing strategy aimed towards reducing the number of road traffic deaths and serious collisions on the Nation’s roads, especially the Highways which carry a higher speed limit of 100 Km/h.” He added that, “Eighty-nine per cent of our speed violation detections were during the late night and wee hours of the morning. This recklessness will not be tolerated. Speeding drivers expose both themselves and other road users to an unnecessary risk of death and serious injury and we intend to expand our night speed enforcement during the month of December, as part of our ‘Safe City’ initiative for the holiday season.” Noting that there are other factors that contribute to accidents along the Nation’s roadways, the Snr Supt said the TTPS continues to partner with all relevant stakeholders, lobbying for remedial work to both minor and major roads, which are also known to contribute to road traffic accidents. Officers of the Highway Patrol Branch responded to a road traffic accident along the Westbound lane of the Churchill Roosevelt Highway, St. Augustine, which occurred around 1:30am on 27th November 2021. Upon arrival, Officers found the body of an unidentified man lying motionless on the roadway. The man is of African descent, approximately fifty-five (55) years of age with a dark complexion. Anyone with information on this hit and run incident is asked to contact the St. Joseph Police Station at 662–4038 or via the 555 reporting hotline or the TTPS’ App. This latest incident brings the current number of road traffic deaths for 2021 to seventy-two (72), compared to eighty-two (82) for the same period last year. The Valuation Division announced on Monday evening (29th November 2021) that the deadline for the submission of Valuation Return Forms has been extended from 30th November 2021 to 31st January 2022. Minister of Finance, Colm Imbert, signaled in Parliament on 24th November 2021 that an extension of the deadline might be possible. He said at the time, “The total number of returns for residential properties at this time is 165,000. According to the law, we have to get to 200,000 before the process of implementation of property tax can commence. As a consequence, the Valuation Division is carefully monitoring the situation and an appropriate decision will be taken at an appropriate time." The country’s death toll has increased to 2,134. T&T’s total positive cases now jumps to 70,598, with 10,558 being active cases. A total of 57,906 patients have recovered from the virus to date. 9,395 persons are in home self-isolation and there are seventy-six (76) persons in total at State quarantine facilities. A total of 643,911 persons have been partially vaccinated with a first dose and 642,105 have been fully vaccinated (including single-dose Johnson & Johnson). 22,010 persons in total have taken an additional primary dose. Minister of Health, Terrence Deyalsingh, announced during Monday’s virtual Press Conference (29th November 2021) that the Ministry of Health will soon be administering COVID-19 booster shots for all fully vaccinated individuals.
These booster shots will be made available to all persons, regardless of disease state or age. Minister Deyalsingh said further details will be released to the public in the coming days. He noted that, unlike previously, the booster shots programme can now be facilitated as vaccine equity is no longer an issue. As of Monday, there are 642,105 persons who are fully vaccinated in the country.
The Ministry has ordered a surplus of Sinopharm and Johnson & Johnson COVID-19 vaccines in order to accommodate anyone who wants a booster shot. Trinidad and Tobago currently has a stock pile of 690,625 vaccine doses.
According to Minister Deyalsingh, “We engaged in scenario planning, including stock of vaccines in excess of what we will normally use.” Speaking about the new Omicron variant, he said it was time for the Ministry to revisit the vaccination programme in T&T. He added, “[We know] after two years this virus is going to be ever-evolving, especially when Variants of Concern start to rear their heads. If Trinidad and Tobago didn’t learn from past experiences and engage in scenario planning, [vaccine inequity] would not have been a good place to be.” 84,000 doses of Sinopharm vaccines from the COVAX facility and 150,000 doses of Johnson & Johnson vaccines from the Africa Medical Supplies Platform (AMSP) have been received in T&T. The Minister explained, “We knew at some point in time that if we didn’t proactively do this…to protect the vaccinated population outside of the current programme, we were going to have to launch a booster programme.”
