In a Media Release on Friday, Heritage Petroleum Company Limited said its Incident Management Team continues to manage the clean-up operations at the site of the Guayaguayare oil spill that occurred on Saturday 11th February 2023.
According to Heritage, the sole source of the leak was identified in a heavily forested area, and was quickly repaired on Sunday 12th February 2023. The company notes that no further leaks were detected after the repair and examination of the line. Heritage added, “As part of our ongoing efforts to complete the clean-up exercise in a timely and efficient manner, several members of the nearby community were engaged and are working alongside the spill response contractors and Heritage Officials. On-site air quality monitoring is being conducted by HSSE Officers together with a third party contracted team. The results show no measurable levels of hydrocarbon vapours. Community members who made mention of a scent emanating from the affected area, have reported that it has been substantially reduced over the last evening.” Heritage said it continues to update the Ministry of Energy and Energy Industries (MEEI) and the Environmental Management Authority (EMA). The company is also providing daily updates to members of the community through the Member of Parliament, the Honourable Rushton Paray, Local Government Councillor Wendell Perez, executive members of the Guayaguayare Village Council, and members of the Guayaguayare Ortoire Fisherfolk Association.

The Water and Sewerage Authority (WASA) is advising customers in North-West Trinidad, served by the Maraval Water Treatment Plant, who are currently experiencing low pressures or no water supply, that this is due mechanical issues at the facility, resulting in a 50% decrease in production.
Emergency repairs are underway and are scheduled to be completed by Tuesday 28th February 2023. Affected areas include the following:

In a Media Release today (Saturday 25th February 2023), Opposition Leader Kamla Persad-Bissessar, SC, MP, said that Keith Rowley has again “abused the cover of parliamentary privilege to make a complete fool of himself.” She added, “Any primary school student could read the U.S. Report and understand the words ‘Senior Government Officials.’”
Her scathing comments comes a day after Prime Minister Keith Rowley alleged during Parliament on Friday that a United States Trafficking in Persons 2022 Report on human trafficking in Trinidad and Tobago implicated the involvement of United National Congress (UNC) MPs. The Opposition Leader points out that the first section of the Report states: “Corruption and official complicity in trafficking crimes remained significant concerns, inhibiting law enforcement action, and the Government did not take action against Senior Government Officials alleged in 2020 to be involved in human trafficking.” Mrs. Persad-Bissessar questioned, “Can Keith Rowley be so kind as to tell the country which member of the Opposition UNC is currently a Senior Official in his Government?” “The report also clearly states that the Government did not take action on the allegations. There is no one in our country who would believe the Rowley PNM Government would take no action if the alleged Officials were UNC. Clearly PNM Officials are the ones involved. This is a PNM Government which wasted $45 million chasing ghosts at EMBD, paid millions in the Nelson-gate scandal and wasted millions in Email-gate, all with the intention of harassing UNC members. Rowley would have been champing at the bit to go after any UNC Official had they been accused of human trafficking to score political points,” she added. The Media Release concluded by saying, “PNM has already covered up the paedophile ring within their Party and Rowley must take action against the Senior Officials within his PNM Government who have been implicated in this human trafficking scandal. A major accident this morning (Saturday 25th February 2023) along the Churchill Roosevelt Highway, in the vicinity of the Aranguez overpass, caused a traffic nightmare for motorists. The crash, involving a dark-colored Nissan Tiida and a white panel van, occurred just after 10:00 AM.
Fire Officers from the Tunapuna Fire Station responded to the scene and blocked off three (3) lanes of the Highway on the Westbound lane, near Aranguez. Drivers were diverted to the shoulder as authorities attended to the injured. Five (5) occupants of the Tiida were taken to Hospital with some sustaining life-threatening injuries. According to Police, the Tiida was travelling West when the driver lost control and collided with the panel van. Both vehicles ended up on its roofs following the crash. Another accident on the Eastbound lane in El Socorro also led to traffic on the opposite lanes. The power supply was restored by the Trinidad and Tobago Electricity Commission (T&TEC) at 3:00 PM on that day, however, WASA notes that this situation will result in adjustments to the existing water supply schedules. The National Infrastructure Development Company Limited (NIDCO) in partnership with the Ministry of Works and Transport (MOWT), is advising that there will be a temporary traffic disruption along the Northbound and Southbound carriageways of the Diego Martin Highway (DMH) between the hours of 8:00 AM to 5:30 PM on Saturday 25th February and Sunday 26th February 2023.
This is necessary to facilitate the construction of the ongoing Diego Martin overpass project. Temporary traffic measures will be implemented in the vicinity of the overpass; however, two (2) lanes of traffic will remain open to motorists along the DMH at all times. Motorists are advised to comply with the following:
All precautions are being taken by the MOWT, NIDCO and its contractor, “to guarantee that proper health, safety and environmental standards are maintained. We thank you for your co-operation and regret any inconvenience caused.” According to the Tobago Emergency Management Agency (TEMA), on Thursday 23rd February 2023 at approximately 6:00 AM, twelve (12) Tobago House of Assembly (THA) personnel entered the Main Ridge Forest via Parlatuvier and headed to Goldsborough.
However, in the evening, the Tobago Emergency Operations Centre (TEOC) was contacted by the families of the persons, who indicated that the team did not return home and requested assistance in locating them. A search party consisting of personnel from the Trinidad and Tobago Fire Service (TTFS), local hunters, Forestry Department, CERT Technicians, and TEMA personnel was mobilized and deployed to conduct a Search and Rescue Operation on Thursday night into Friday morning. TEMA said all persons have since been accounted for at 10:00 AM on Friday morning, with no serious injuries. The Ministry of Works and Transport is advising the public that there will be a temporary traffic disruption along the Churchill Roosevelt Highway (Westbound lane), from the Orange Grove Intersection to the Macoya Intersection. This disruption will commence today (Friday 24th February 2023) and is expected to be completed on Friday 3rd March 2023. This has become necessary to facilitate road rehabilitation works.

UPDATE (26/02/23): The man who was shot dead in Cleghorn Village, Princes Town, has been identified as 21-year-old Everitte Charles. Charles, along with the SRP and another man, are all from Bridge Road in Diego Martin. Commissioner of Police, Erla Christopher, and the Executive of the Trinidad and Tobago Police Service (TTPS) are aware of a video currently circulating on social media, that allegedly shows a fatal Police shooting.
In a Media Release this afternoon (Friday 24th February 2023), the TTPS said Commissioner Christopher has ordered an immediate investigation into the matter and awaits the findings of the investigative team. The alleged incident occurred in the Southern Division earlier today. The suspected criminal was fatally shot by Police Officers, and two (2) others were arrested following a confrontation with Police in Princes Town. Police said the man who died has not yet been identified, but of the two (2) detained, one is a Special Reserve Police (SRP) Officer. The SRP and the other detained man suffered injuries and were taken to the San Fernando General Hospital under Police guard. The SRP was allegedly the driver of the vehicle in which the two (2) other suspected criminals were carrying loaded firearms. They were said to be on their way to carry out a robbery at a wholesale business place in Cleghorn Village, Princes Town, when their vehicle was intercepted by Police. A combined team of Police Officers of CIDs, Intelligence Unit and Southern Division Task Force cordoned off sections of the Naparima-Mayaro Road at strategic points to intercept the suspects’ vehicle. At around 11.15 AM, one of the Police vehicles that was conducting surveillance, spotted the suspects’ vehicle and pursued it. When the suspects realized they were being followed, they attempted to turn around, but when they did, they were faced by another Police vehicle. According to Senior Superintendent of the Southern Division, Richard Smith, “They fired upon the Police vehicle. They continued East along the Naparima-Mayaro Road towards its target. However, Police had already set up a roadblock higher up the road — a Police vehicle parked diagonally across the roadway. The suspects’ vehicle sped off and slammed into the Police vehicle that was used to block the roadway, and the Officers scampered to safety. Some of my Officers received injuries to their shoulders and other parts of their bodies. The suspects’ vehicle then lost control and slammed into a curb off the roadway.” Smith said the suspects exited their vehicle and fired upon the party of Officers. “The Police party returned fire and there was an exchange of gunfire for a short while. We had one of the suspects fatally wounded while two others were injured. They were transferred to the SFGH by Ambulance that came to the scene and by other Police vehicles that arrived to assist,” said Smith. He added that two (2) firearms were found at the scene.
