The Ministry of Health revealed in its daily COVID-19 update this afternoon (Thursday 28th October 2021) that there are 386 new COVID-19 cases in Trinidad and Tobago plus ten (10) additional deaths. These new patients will be processed for admission at the discretion of the CMOHs. The number of new cases is the highest for the month and the highest since 9th June 2021 (454). It represents a massive 162.59% increase in reported cases from yesterday. The number of new deaths is the second-highest for the month.
There have been 5,837 new cases and 186 deaths so far in the month of October. The Ministry reported 147 new cases yesterday plus three (3) more unfortunate deaths. The country’s death toll has increased to 1,668. T&T’s total positive cases now jumps to 56,546, with 4,733 being active cases. A total of 50,145 patients have recovered from the virus to date. 3,975 persons are in home self-isolation and there are seventy (70) persons in total at State quarantine facilities. A total of 621,013 persons have been partially vaccinated with a first dose and 595,072 have been fully vaccinated (including single-dose Johnson & Johnson). The percentage of patients in the parallel healthcare system who are NOT fully vaccinated is 93.7% (based on data from 22nd July - 13th October 2021). The Ministry states that the number of positive cases reported reflects the samples taken during the period 24th - 27th October 2021 and not the last twenty-for (24) hours. The Ministry also notes that there are currently 342 COVID-19 positive patients being treated at Hospitals with twenty (20) in the Intensive Care Unit (ICU) and twenty-seven (27) in the High Dependency Unit (HDU). Our company’s vision is to help bring the metaverse to life, so we are changing our name to reflect our commitment to this future.” UPDATE: The Facebook app will not change its name. Meta says their corporate structure is not changing, but the way they report on financials will. They also intend to start trading under a new reserved stock ticker, MVRS, on 1st December 2021. Today’s announcement does not affect how they use or share data. Facebook CEO Mark Zuckerberg announced on Thursday (28th October 2021) at the company’s Connect event that their new corporate name going forward will be Meta. Zuckerberg said at the event, “We are a company that builds technology to connect. Together, we can finally put people at the center of our technology. And together, we can unlock a massively bigger creator economy.” He added, “To reflect who we are and what we hope to build.” He said the name Facebook doesn’t fully encompass everything the company does. “Right now, our brand is so tightly linked to one product,” he said. “But over time, I hope we are seen as a metaverse company.” According to The Verge, the rebrand is part of the company’s efforts to shift gears away from being known as just a social media company to focus on Zuckerberg’s plans for building the metaverse. The Verge said on Thursday, “Facebook has been under intense scrutiny over the past several weeks, after revelations based on damning internal documents provided to The Wall Street Journal by whistleblower Frances Haugen showed, among other things, that Facebook’s Instagram platform had become a toxic place for teenagers, especially girls. Trinidad and Tobago is currently experiencing significant concentrations of Saharan Dust and Vog (volcanic smoke) on Thursday morning (28th October 2021). This has reduced visibility across T&T to 3 Km at Piarco and 8 Km at Crown Point in Tobago.
The volcanic smoke is emanating from Cumbre Vieja, which is an active volcanic ridge on the island of La Palma in the Canary Islands, Spain. Air quality across T&T is at moderate levels this morning.
Sensitive groups should reduce outdoor physical exertion and time spent outside, especially in areas with heavy traffic. Windows should be closed and you should stay indoors as much as possible.

The country’s Intensive Care Unit (ICU) capacity within the parallel healthcare system has not improved this week, and remains at near-full. Principal Medical Officer of Institutions, Dr. Maryam Abdool-Richards, noted at yesterday’s virtual Press Conference (Wednesday 27th October 2021) with the Ministry of Health, that there is one (1) more ICU bed remaining. She first reported that ICU bed capacity was almost full on Monday (25th October 2021), stating that fifty-one (51) out of fifty-two (52) ICU beds at Hospitals in Trinidad were occupied. She said the occupancy level remains the same at yesterday’s Press Conference and noted that, of the fifty-one (51) patients in ICU, fifty (50) were not fully vaccinated. Dr. Abdool-Richards also said in the Accident & Emergency (A&E) departments of the traditional healthcare system, there were twenty-four (24) critically ill patients awaiting transfer into the parallel healthcare system, with seven (7) requiring ICU care. She said all seven (7) patients needing ICU care were not fully vaccinated. “These seven persons who are our relatives, our neighbours, our friends, require ICU care now because of their clinical status or how ill they presented to the A&E department. And our Doctors have noticed that persons are presenting to the A&E departments very ill, in a state that they require ventilation and other supportive treatments in the A&E department. And in some cases, they may be too unstable to actually move in the short term,” she said. On Monday, Dr. Abdool-Richards reported that nine (9) of the twenty-seven (27) patients waiting to be transferred from A&E departments to the parallel healthcare system needed ICU care. All nine (9) patients were not fully vaccinated. The Government Assistance for Tuition Expenses (GATE) Programme provides financial assistance to citizens of Trinidad and Tobago, who are pursuing approved programmes at public and private tertiary level institutions (local and regional).
The GATE Programme is managed by the Funding and Grants Administration Division of the Ministry of Education. The Programme is designed to make tertiary education affordable to all and widen access to tertiary education that will support economic development and promote social equity. A cost-sharing model using means testing is used to determine the amount of funding for which students are eligible. Below are ten (10) things you should know about the GATE Programme (as of 26th October 2021): 1. All applications for GATE funding will include a mandatory means test; failure to complete the means test will disqualify the application from being considered for GATE funding. 2. Where the household income is below $10,000 per month, students will be eligible for 100% GATE funding for tuition fees. 3. Where the household income is above $10,000 per month but less than $30,000 per month, students will be eligible for 75% GATE funding for tuition fees. 4. Where the household income is above $30,000 per month but less than $75,000 per month, students will be eligible for 50% GATE funding for tuition fees. 5. Where the household income is above $75,000 per month, students will be ineligible for GATE funding. 6. Funding under the GATE Programme will be provided for no more than one (1) programme up to the undergraduate level. 7. Students currently enrolled in undergraduate programmes will continue to be funded for the normal duration of the programme. 8. Students enrolled in programmes at regional campuses of the UWI that are offered at the St. Augustine campus, will be provided the equivalent level of funding at the St. Augustine campus. 9. Funding for postgraduate programmes was discontinued with effect from August 2020. 10. While answering a question during today’s virtual Press Conference (Wednesday 27th October 2021), Health Minister Terrence Deyalsingh said that electronic copies of your vaccination card on your smartphone will be accepted at Safe Zones in Trinidad and Tobago. Printed photocopies are also accepted, so you do not need to have the actual vaccination card on you in order to gain entry into Safe Zones.
Minister Deyalsingh said that Chief Medical Officer, Dr. Roshan Parasram, has notified the Trinidad and Tobago Police Service (TTPS) and the Public Health Inspectors of these changes.

The Trinidad and Tobago Meteorological Service (TTMS) has extended its Adverse Weather Alert (Yellow Level) by twenty-four (24) hours. The Alert was scheduled to expire at 4pm this afternoon (Wednesday 27th October 2021), but will now remain in effect until 4pm tomorrow (Thursday 28th October 2021). Trinidad and Tobago, including offshore areas, will be affected. According to the Met Office, cloudy but mostly settled conditions are expected to continue as the afternoon progresses today, however, there is a medium to high (60% - 70%) chance of showers and isolated Thunderstorms of varying intensities to develop after Midnight and into tomorrow. Activity is forecast to peak during the morning period on Thursday but isolated impactful rainfall can occur during the afternoon. Gusty winds in excess of 45 Km/hr are possible in heavier showers/Thunderstorms. Additional rainfall will further exacerbate areas already inundated, especially along smaller rivers. Smaller water courses can become overwhelmed and spill over onto surrounding environs. Localized flooding and ponding can cause temporary traffic disruptions and landslips are possible in areas so prone. Gusty winds can lead to loose/unsecured items being displaced as well as further agitation of sea conditions. Citizens are advised to not wade or drive through flood waters. In a Media Release on Tuesday (26th October 2021), the Trinidad and Tobago Police Service (TTPS) said that it “notes several media enquiries surrounding the possible effects of the recently conducted exercise involving contracted Officers.”
The Media Release added, “In this regard, at this time, the TTPS asserts that all operations and services continue unabated.” The TTPS, through its Executive, said units that are affected by the loss of one staff member or the other, “will function with all available resources, inclusive of the personnel currently attached to serve all citizens.” Deputy Commissioner of Police, Intelligence and Investigations, Mc Donald Jacob, notes that, as is customary with most organizations, staffing arrangements may come under review, and where necessary, new persons may be hired to fill vacancies. The TTPS is reiterating its commitment to its mandate to make every place in Trinidad and Tobago safe.
