The Water and Sewerage Authority (the “Authority”) is reminding citizens that the Water Use Restrictions implemented on 28th January 2019 remain in effect. These restrictions pertain to the use of water hoses and any similar apparatus for the purpose of, among other things, watering private gardens and/or washing private motor cars, which is prohibited in accordance with the Water and Sewerage Act Chapter 54:40 of the Laws of Trinidad and Tobago (the “Act”).
This reminder is in light of the current harsh Dry Season, which is having a negative impact on water production at several of the Authority’s surface water treatment facilities throughout Trinidad and Tobago. WASA further notes that it will be stepping up its surveillance for compliance of the Water Use Restrictions and will be pursuing the prosecution of persons found to be in breach of the said restrictions. How will the Government handle this situation now that we know there were 52 positive COVID-19 cases from just the last Cruise Ship that we accepted T&T Nationals from? According to Minister of National Security, Stuart Young, the Government will handle it on a phased schedule - which is currently being worked on. He gave permission a short while ago for more than 430 T&T Nationals to return home after they have been stuck on various Cruise Ships for the past seven (7) weeks. Minister Young noted: We have not been provided with breakdowns per Cruise Ship and the particulars of where these various Cruise Ships are located. The Government is also working on bringing home close to 275 students from Barbados and Jamaica. In a statement issued on Friday (22nd May 2020), Minister Young said a schedule would be established to manage the return of these T&T Nationals, consistent with Government’s resources, to protect them and the population. Young also made a statement in Parliament to the same effect on Friday afternoon. Young said discussions were taking place with the Minister of Health Terrance Deyalsingh, the Chief Medical Officer Dr. Roshan Parasram and others on how the return of the Cruise Ship group could be scheduled. The statement came while 49 T&T Nationals are currently on board the Disney Princess Cruise Ship, which is currently being refuelled on an oil rig approximately 12 miles off Trinidad's North Coast. According to the Ministry of Health’s 10pm update on Thursday night (21st May 2020), The last COVID-19 patient has been discharged from the Caura Hospital. There are now no patients receiving treatment for COVID-19 in the public health system. According to reports, the person is a 69-year-old woman from San Fernando. She spent almost nine (9) weeks being treated for COVID-19 before receiving her two (2) consecutive negative test results for discharge. She was recently transferred from Couva to Caura. The woman’s husband had also tested positive for COVID-19 and both were initially treated at the Couva Hospital. The husband was discharged two (2) weeks ago. As of this morning (Friday 22nd May 2020), Trinidad and Tobago still has a total of 116 positive cases of COVID-19. A total of 2,835 samples were submitted to the Caribbean Public Health Agency (CARPHA) and the UWI site for testing. We are now into day 26 since the last reported case, which was on Sunday 26th April 2020. So far there have been eight (8) deaths and a total of 108 persons have been discharged. The Ministry of Health has begun ramping up COVID-19 testing throughout T&T in order to get a better idea about the presence and potential spread of the virus. Arrangements are being made to repatriate 32 Venezuelan Nationals who were rescued by members of the Trinidad and Tobago Coast Guard in waters just off Icacos. The 32 Venezuelan migrants were attempting to illegally enter T&T in the early hours of Wednesday morning (20th May 2020) when their vessel ran into problems, began sinking and had to be rescued by the Coast Guard. After returning to their base, chaos soon followed when reports indicated that some of the rescued migrants were displaying “flu-like” symptoms. As a result, members of the Coast Guard who were involved with the rescue were immediately quarantined, along with cleaners and other staff members at the base. The illegal migrants were also quarantined. Minister of National Security, Stuart Young, later said that health authorities screened the Venezuelan migrants and none were exhibiting COVID-19 symptoms. A total of 64 drivers have been ticketed for speeding along the Sir Solomon Hochoy Highway. They were caught during two (2) recent operations by the Trinidad and Tobago Police Service (TTPS) in the vicinity of Charlieville on the Highway. According to Police, a driver was clocked speeding at 187 Km/h.
One operation took place between 9pm and Midnight on Tuesday 19th May 2020, and the other took place between 9am and Noon on Wednesday 20th May 2020. TTPS is urging citizens to obey the traffic laws and regulations on the nation’s roadways. The speed limit on the Highways is 100 Km/h. [Source] The Ministry of Health held a virtual Press Conference at 10am today (Wednesday 20th May 2020) to update the public on the latest developments with COVID-19 in Trinidad and Tobago. Below are the key points discussed today: - Health Minister Terrence Deyalsingh reminded that we are still in a global Pandemic and COVID-19 will be around for some time. Globally, there are over 5 Million cases of the virus, with 325,556 deaths recorded. - Minister Deyalsingh noted that Trinidad and Tobago took a careful decision to re-open some sectors of the economy in phases. Phase 2, involving the re-opening of the construction and manufacturing sectors, will begin tomorrow, Thursday 21st May 2020. With more people moving around in society with the start of Phase 2 tomorrow, Minister Deyalsingh said it is "absolutely critical" that citizens adhere to the ‘New Normal’ to wear face masks in public, maintain physical distance, practice hand hygiene/cough etiquette, and stay home if they are ill. - Minister Deyalsingh noted that some people are not wearing their masks over their faces but are letting it hang around their chins or removing it to speak. He advised citizens to follow protocols in wearing their masks. - The following is the update on COVID-19 patients and quarantined persons across the various facilities:
- 1,047 Community Tests have been administered in Trinidad and Tobago and all returned negative for COVID-19. - Chief Medical Officer Dr. Roshan Parasram confirmed that the County Medical Officers of Health conducted follow-ups with all 107 COVID-19 patients for seven (7) days after their discharge from the Step-Down Facilities. Most had no lingering virus symptoms but one person had a slight cough and underwent a complete check-up before being discharged. - Dr. Parasram said if there is a resurgence of COVID-19 in T&T, the phases in re-opening the economy will be rolled back. He said how far the roll-back goes will depend on the number of new cases in the public as well as other factors like Community Spread. - Thirty two (32) Venezuelan Nationals are being currently being assessed for acute illnesses after they were intercepted at sea. The T&T Officers who were part of the team that intercepted the Venezuelans will be subject to quarantine for fourteen (14) days if they were not wearing PPEs during the operation, or are currently exhibiting viral illnesses. The political drama continues over the alleged illegal gas fuel deal between this country and Venezuela. Minister of National Security, Stuart Young, told the Senate recently that his conversation with U.S Ambassador Joseph Mondello on 6th May 2020 did not include the breach of the Rio Treaty. However, in an unusual move, Ambassador Mondello issued a statement on Tuesday 19th May 2020 to say he in fact did raise concerns with Minister Young about T&T’s obligations as a party to the Rio Treaty - which directly contradicts Minister Young’s previous claims. Opposition Leader, Kamla Persad-Bissessar, who called for Minister Young’s resignation just last week, is now calling for both his and Prime Minister Keith Rowley’s immediate resignation in light of Ambassador Mondello’s rebuttal. UPDATE (19/05/20): The Trinidad and Tobago Meteorological Service has issued the following statement about the oncoming Tropical Wave: The first tropical wave of the season is set to affect our weather, mainly overnight tonight. The axis of a Tropical Wave is forecast to begin affecting Trinidad and Tobago by this Tuesday night (19th May 2020) through Wednesday. Increased moisture in the area due to this Tropical Wave may fuel heavy showers and Thunderstorms across T&T particularly on Wednesday and possibly lasting through Friday. Abundant low-level moisture is forecast, supporting cloudiness and isolated to scattered showers, with possible Thunderstorms. The green-yellow areas show cumulus clouds, where showers are possibly occurring. UPDATE (20/05/20): Autopsies conducted at the Forensic Science Centre in St. James determined the couple were stabbed multiple times. A man was detained after he was caught driving the SUV owned by the murdered couple. Police believe they were killed for their vehicle. A retired Police Officer and his wife were found dead by Police at their Cunupia home this morning (Monday 18th May 2020). The badly decomposed bodies of Kenneth Mackhan (62) and his wife, Lilawatie (65), were found at their house at Upper Welcome, Ragoonanan Road in Cunupia. According to reports, the body of the retired Corporal was discovered in a barrel, while his wife's body was found in a suitcase. Relatives said the couple was last seen alive on Wednesday 13th May 2020. Southern Division Homicide Officers are investigating.
