Opposition Leader, Kamla Persad-Bissessar, is calling on Prime Minister Keith Rowley to completely re-open the country by next week as citizens and businesses are suffering under the current COVID-19 restrictions. Her plea to the Prime Minister comes as the country is quickly approaching one (1) month since the last recorded positive case of COVID-19 in Trinidad and Tobago. The hunger crisis, mass unemployment, loss of incomes and threats of homelessness and impoverishment for so many citizens that has ensued is a shocking wake up call. The Ministry of Health held a virtual Press Conference at 2pm today (Monday 25th May 2020) to update the public on the latest developments with COVID-19 in Trinidad and Tobago. Below are the key points discussed today: - Health Minister Terrence Deyalsingh said there are 5.4 Million cases of COVID-19 worldwide, with 346,000 deaths recorded. About 2.19 Million people have recovered from the virus. - 1,177 Community Tests have been administered in Trinidad and Tobago for COVID-19. - There are 87 returning T&T Nationals quarantined at three (3) facilities. The following is the breakdown:
- Health Minister Terrence Deyalsingh confirmed that 56 returning T&T Nationals are expected in the country this week. Thirty (30) will return from Caracas and will be housed at the Brooklyn Settlement Facility, and 26 from the Carnival Fantasy Cruise Ship will be housed at the Home of Football. All returning T&T Nationals will be swabbed and tested within their first 24 hours of arrival. - Minister Deyalsingh said T&T may not have enough facilities on land to quarantine 400 - 500 returning T&T Nationals at the same time. He explained that there are 406 beds available at the Step-Down Facilities for quarantined persons but with 87 beds currently in use at three (3) facilities, Health Officials are also seeking a 75% reduction in bed capacity at those facilities to prevent any transmission of the virus. - Minister Deyalsingh said a balance must be struck in the treatment of returning T&T Nationals from the Cruise Ships - it has to be a balance between humanitarian (in their treatment) and the protection of the rest of the population. - T&T Coast Guard Officers remain quarantined after rescuing 32 Venezuelans from a sinking vessel last week. The 32 Venezuelans returned to their country yesterday. - Minister Deyalsingh said travel on the air bridge and sea bridge continues but on a restricted schedule. Police are investigating a quadruple murder in Torrib Trace, New Grant. Reports indicate that the bodies of three (3) men and one woman were found with gunshot wounds about the bodies earlier today, Monday 25th May 2020. A farmer discovered the four (4) bodies at daybreak. Police are working on the theory that they are not from the area since no one has been reported missing. The victims are yet to be identified. According to reports, the woman was wearing a pair of yellow and pink leggings with a black top. She was found lying face down. Two (2) of the men had dreadlock hairstyles and the third man had a fade haircut. Princes Town, Tableland and Homicide Bureau Region III Police are currently investigating the case. The Ministry of Health will be hosting a virtual Press Conference at 2pm this afternoon (Monday 25th May 2020). As of this morning, Trinidad and Tobago still has a total of 116 positive cases of COVID-19. We are now into day 29 since the last reported case, which was on Sunday 26th April 2020. So far there have been eight (8) deaths and a total of 108 persons have been discharged. There are now no patients receiving treatment for COVID-19 in the public health system.
The Ministry of Health has begun ramping up COVID-19 testing throughout T&T in order to get a better idea about the presence and potential spread of the virus. They will no longer be hosting daily Press Conferences, but instead will host them three (3) times per week - Mondays, Wednesdays and Saturdays. The Government has been busy this past weekend making arrangements for the return and quarantine of the first batch of T&T Nationals from various Cruise Ships. The total group may exceed 430 persons. This new development will no doubt be discussed today.

The Ministry of Works and Transport is advising all motorists that the implementation of the long-delayed Demerit Points System will finally begin on Wednesday 27th May 2020. Errant drivers in violation of offenses and violations found in the 9th Schedule of the Motor Vehicles and Road Traffic Act can have demerit points recorded on their driving records. The Motor Vehicles and Road Traffic Act was amended in 2017, and brought the Judiciary, representatives of the Ministry of Works and Transport, the Office of the Attorney General and Ministry of Legal Affairs, the Trinidad and Tobago Police Service, TTPost and other stakeholders into a collaborative working relationship, to implement a new traffic system. The Demerit Points System – utilised to monitor, track and improve the road behaviour of drivers, was conceived and implemented as a part of this transformative traffic system. How does the Demerit Points System work?

How does the Demerit Points System affect me as a driver?
How are Demerit Points calculated for experienced drivers? How are Demerit Points calculated for newly licensed drivers? Note: There are no demerit points for traffic violations detected by automated cameras e.g. red-light and spot speed cameras. Double Demerit Points Statistics show an increase in road fatalities and serious accidents during certain periods e.g. long weekends, Easter, Carnival, Christmas and New Year’s Day Holiday Season. To ensure safer roads, demerit points may be doubled for specified traffic violations during these periods. For example, driving while holding or using a handheld mobile device carries three (3) demerit points. During the double demerit points period, this traffic violation will carry six (6) demerit points. The public will be notified of the implementation of double demerit points by way of publication in the daily newspapers, at least five (5) days prior to its commencement. The period allocated to double demerit points will not exceed ten (10) consecutive days. Recording Simultaneous Demerit Points
Disqualification Process for Driving Permits Step 1 If you accumulate or exceed the threshold of demerit points and are subject to disqualification, the Licensing Authority will notify you in writing prior to disqualification. Step 2 Once you receive this notification of impending disqualification, you can explain in writing to the Licensing Authority, why your driving permit should not be suspended. Step 3 Where you fail to show good reasons, the Licensing Authority will inform you of the disqualification. The disqualification will take effect fourteen (14) days after the date of the notice. Step 4 You will then be required to surrender your driving permit to the Licensing Authority, according to the instructions given in the notification letter [Step 1]. Step 5 Failure to surrender your driving permit to the Licensing Authority is an offence that carries a fine of Five Thousand Dollars ($5,000.00) and further disqualification for an additional period of one (1) year. Step 6 A driving permit disqualified by the Licensing Authority during the period of suspension, will be invalid. You are committing an offense if you drive while your driving permit has been suspended. Step 7 When the disqualification period expires, all demerit points recorded against your driving permit record will be expunged or removed. Contesting Your Disqualification The Licensing Authority is required to specify when suspension will occur, not less than fourteen (14) days after the date of the notice. A person who is disqualified from holding or obtaining a driving permit may appeal to a Court within fourteen (14) days of the receipt of the notice. Regaining Your Driving Permit After Disqualification At the end of their disqualification period, to regain permission to drive, a driver must go into the Licensing Authority and file an application to be issued a driving permit. They are then required to undertake the following actions: Step 1 Participate in a driver’s rehabilitation programme approved by the Licensing Authority. This can be defensive driving or some other accredited programme similar in nature. Step 2 Re-sit and pass a driving test and regulation examination. Step 3 Pay the prescribed fee for the re-issue of the driving permit. Expunged Demerit Points Demerit points will remain on the record of a driver for a maximum of two (2) years. After two (2) consecutive years have passed without the driver accumulating additional points, the existing number of demerit points will automatically be expunged or removed from his/her driving permit record, therefore returning the driver’s record to zero. Demerit points are expunged from a driver’s driving permit record under two (2) conditions:
Demerit Points for Traffic Violations and Offenses Please see the table below for a listing of traffic violations and offenses that carry demerit points under the 9th Schedule of the Motor Vehicles and Road Traffic Act. An alleged gangster from ‘Gilkes Street’ demanded on Instagram that Commissioner of Police Gary Griffith release three (3) men that were recently detained at the Four Roads Police Station in Diego Martin. The person then proceeded to threaten Commissioner Griffith’s house with “bullet” if he does not comply. Several official accounts were tagged in the Instagram post, including that of Prime Minister Keith Rowley, Minister of National Security Stuart Young and Commissioner Griffith. The Central Bank of Trinidad and Tobago is advising citizens that they have confirmed with their printers that there was a misprint on a few (less than 100) $20 notes currently in circulation. This misprint shows up as one side of the note being blank for the most part. The Bank wishes to assure that the particular notes in question are valid legal tender and should be brought in to the Central Bank to be exchanged. They also wish to remind the public of the need to be vigilant in recognising genuine banknotes. Businessman Gary Aboud first brought attention to the one-sided $20 note earlier this week via a viral video on Social Media. He said he received a stack of $20 notes from a particular commercial bank and the money was sent through to payroll for salaries. It was then the defective notes were discovered. Aboud questioned why the Central Bank waited until now to inform the public about the “faulty money.” He said it is insensitive for the Central Bank to now ask people to travel “all the way” to Port-of-Spain to change the notes. I'm not going to call the bank to embarrass them, but how many poor people this is happening to who have been receiving monies in either ATMs etc and the bank wouldn't take it back. According to a Media Release by the Ministry of National Security, the Government of Trinidad and Tobago has been communicating with the various Cruise Ship companies and is seeking to make arrangements and schedule the return of several hundred T&T Nationals from various Cruise Ships. The first six (6) T&T Nationals will arrive in Trinidad today (Saturday 23rd May 2020), and then fifty-three (53) more will arrive on Monday (25th May 2020). Upon arrival, they will be medically examined and assessed by Public Health Officers and will be subject to state quarantine arrangements. Minister of Health, Terrence Deyalsingh, has confirmed that Coast Guard Officers at the Cedros Port were placed in quarantine after rescuing a boatload of Venezuelan Nationals earlier this week. The Minister was responding to a question in the House of Representatives on Friday afternoon (22nd May 2020). The 32 Venezuelans were attempting to illegally enter T&T in the early hours of Wednesday morning (20th May 2020) when their vessel ran into problems, began sinking and had to be rescued by the Coast Guard. It was alleged that several Venezuelans were exhibiting “flu-like” symptoms, which led to the eventual quarantine of the Coast Guard Officers.
