The Trinidad and Tobago Meteorological Service (TTMS) has extended its Riverine Flood Alert (Orange Level) until 12:00 PM on Wednesday (30th November 2022) for communities surrounding major and minor rivers and their tributaries.
The Adverse Weather Alert (Yellow Level) was discontinued earlier today. According to the Met Office, some river levels across Trinidad are on a very slow decline with others remaining near full capacity. Run-off is slow due to saturated soils and any additional rainfall will cause further delay. Some impacted communities are still at moderate to high risk of adverse impact. Water levels are expected to slowly but persistently decrease in most areas. The Met Office notes that run-off will also be slower at High Tide, which will be at 8:30 PM (Tuesday 29th November 2022) and 9:54 AM (Wednesday 30th November 2022). Citizens are advised to monitor weather conditions and river levels before venturing out. Avoid areas with flood waters. Twenty-two (22) persons are now in Police custody after a team of Police Officers from various Divisions, Units and Sections mounted a strategic anti-gang exercise on Saturday (26th November 2022), in the Port-of-Spain district.
Deputy Commissioner of Police (Ag) Erla Christopher noted that the Officers understood the assignment and performed diligently. “It was a planned, focused exercise targeting suspected gang leaders and members in the East Port-of-Spain area. We intend to restore law and order, re-establish control of public spaces, restrict the activities of criminal gangs, and arrest the development and growth of gangs,” she said. DCP Ag Christopher also noted that the Police will also use its available resources to seize illegal firearms and ammunition, as a means of reducing the incidence of gun violence and will focus on the seizure of illicit narcotics, which also leads to violence and homicides within our communities. From as early as 5:05 AM on Saturday, the various teams led by the subject matter experts, were on location and initiated search warrant exercises in the area. Of the twenty-two (22) suspects arrested, one man from St Paul’s Street was held for being a gang leader, another suspect was arrested for financing a gang, while the others were held for being a member of a gang. During the operation, Police Officers also seized a quantity of cash, both TTD and USD currency and camouflage clothing. The twenty-two (22) suspects were taken to the Besson Street and Woodbrook Police Stations. The operation was spearheaded by DCP Ag Erla Christopher, ACP Ag Thompson, Snr Supt Ag Alexander, Snr Supt Elie, and Snr Supt Subero. Investigations are continuing. The Water and Sewerage Authority (WASA) is advising that the Desalination Company of Trinidad and Tobago (Desalcott) planned shutdown, which was scheduled to take place from Sunday 27th November to Saturday 3rd December 2022, was postponed to facilitate an assessment of the impact of adverse weather on WASA's surface water treatment facilities.
However, in a News Release on Monday (28th November 2022), WASA announced that, “The Authority and Desalcott both agree that these much-needed, annual maintenance works, must proceed and will commence on Tuesday 29th November 2022, until Thursday 8th December 2022.” Minister of Public Utilities, Marvin Gonzales, previously said in a Media Release on Sunday (27th November 2022) that he “has taken careful note of a Press Release issued by the Water and Sewerage Authority (WASA) regarding a planned shutdown of the Desalination Plant from Sunday, 27 November 2022 to Saturday, 3 December 2022.” The Minister added at the time, “Whilst it is understood that this planned shutdown was being negotiated between WASA and the Desalination Company of Trinidad and Tobago for some time; given the adverse weather conditions impacting so many of the communities throughout the Nation and particularly in Central and South Trinidad, it is the view of the Minister that this planned shutdown should be immediately halted in the interest of those citizens who are still under flood waters and engaged in clean-up operations.” The shutdown was therefore only halted for two (2) days and will now commence from Tuesday (29th November 2022). The Desalcott owned and operated plant, provides 40 million gallons daily to WASA, which is used to supply the Point Lisas Industrial Estate, as well as augment the supply to areas in Central and South Trinidad. To mitigate the effects of this supply shortfall on operations, the Authority will implement the following measures during the period of shutdown:

Customers are advised to maintain/establish a system of storage over the period of the shutdown and to also manage their water-use efficiently by reducing consumption. This can be done by eliminating inefficient practices, as well as repairing leaks and overflowing water tanks at home and in business places. Campus Management at The University of the West Indies St. Augustine Campus is advising that the campus returns to normal operations, effective tomorrow, (Tuesday 29th November 2022). Staff at the Lloyd Braithwaite Student Administration Building will continue to work remotely until further notice. The Ministry of Education is advising that schools are scheduled to re-open tomorrow (Tuesday 29th November 2022), except in cases where clean-up operations are ongoing and where accessibility is compromised. In such cases, the Ministry said parents will be advised directly through the school's Principal.

A combination of pure physical strength, teamwork and determination led to the rescue of three (3) women and a relative, by Officers of the Southern Division’s Emergency Patrol Unit (SD-ERP), from a collapsed house in the Barrackpore district early yesterday morning (Sunday 27th November 2022).
According to the Trinidad and Tobago Police Service (TTPS), the drama unfolded around 3:00 AM, when Officers, PCs Meah and Ramlogan, responded to a report of persons trapped inside a collapsed house at Ramai Trace, Congo Village. Upon arrival at the location, the Officers encountered little to no visibility as a result of the dark and heavy rainfall. They were informed by one Kevin Ramkaran, that three (3) of his female relatives, ages 51, 36 and 21, were trapped under the collapsed roof. Communication was made with the Southern Division Operational Command Centre and assistance from the Fire and Ambulance services was requested. PCs Meah and Ramlogan immediately sprang into action with the aid of Mr. Ramkaran, working in the dark and rain to effect a rescue. PC Meah proceeded to lift the collapsed roof, while PC Ramlogan and Mr. Ramkaran propped it up with pieces of wood. They then called out to the victims, one of whom was pinned between a wall and a bed. PC Meah pushed the wall and propped it with his body while PC Ramlogan and Mr. Ramkaran pulled the victim to safety. She had sustained minor injuries to her leg. The Officers then used a sledgehammer to destroy another wall, behind which they found the second trapped victim. She was taken from the structure unharmed. PC Meah and Mr. Ramkaran then proceeded to another side of the structure where they observed an electricity line lying on the roof. They cautiously broke through a wall and crawled inside where they found the third victim bleeding from the head. She was taken out of the structure on the back of Mr. Ramkaran, while PC Meah cleared a path through the debris and led them to safety. The Fire and Ambulance Services arrived shortly after and the three (3) victims were treated. Insp. Saunders, W/Sgt. Morgan and PC Meah, made a follow-up visit to the scene this morning (Monday 28th November 2022) to meet with the victims, who expressed their heartfelt thanks and gratitude to the Officers for their life-saving actions. Acting Commissioner of Police, McDonald Jacob, has praised the selfless and heroic actions of the Officers and says they are worthy of commendation. He urges all Officers and other front-line responders to exercise safety and precaution as they respond to calls for help from members of the public, affected by the ongoing adverse weather conditions. The Water and Sewerage Authority (WASA) is advising customers that there will be a planned shutdown of the North Oropouche Water Treatment Plant on Thursday (1st December 2022), from 8:00 AM for a period of ten (10) hours until 6:00 PM.

According to the Met Office, sporadic showers of varying intensities are expected to continue over the next twenty-four (24) hours. A medium to high chance of heavy showers and/or thunderstorms still exist, which can produce rainfall accumulation in excess of 25mm in a few areas. Gusty winds can still occur, especially in the vicinity of heavy showers/thunderstorms. Street/flash flooding and localized ponding are also likely in heavy downpours, thus a delay in run-off in already flooded areas. Seas can become agitated at times in sheltered areas. Landslides/landslips are also possible in areas so prone. Citizens are advised to not wade or drive through flood waters. Secure loose outdoor items and livestock.
