An Avocat man was granted bail in the sum of $100,000 when he appeared before a San Fernando Magistrate on Monday 20th September 2021, charged with conspiracy to defraud the Government of the Republic of Trinidad and Tobago.
According to the Trinidad and Tobago Police Service (TTPS), Satesh Ramsamooj, 25, a labourer, of Kuldip Trace, was charged with the offence following advice received from Director of Public Prosecutions (DPP), Roger Gaspard SC, on Saturday 18th September 2021. He appeared before San Fernando First Court Senior Magistrate, Armina Deonarine, on Monday 20th September 2021, was granted bail and the matter postponed to 4th October 2021. On Thursday 24th June 2021, Officers of the Tableland Police Station, reportedly stopped the accused while he was allegedly driving a marked Police vehicle bearing false number plates, while escorting two (2) trailer trucks belonging to a company. The accused was the lone occupant of the marked Police vehicle. No. 18848 PC Videsh Oudit, 32, attached to the Guapo Police Station, had reportedly represented himself to the company the day before, as being a member of the TTPS who was authorised to conduct transactions related to Police extra-duties in the South Western Division. Investigations revealed that Ramsamooj was not a member of the TTPS and was allegedly assisting PC Oudit in relation to performing the extra duty. Ramsamooj was arrested on Sunday 19th September 2021 and charged by Cpl (Ag.) Smith, of the Professional Standards Bureau on Monday 20th September 2021. PC Oudit was previously charged with two (2) counts of conspiracy to defraud the Government of the Republic of Trinidad and Tobago and ten (10) counts of misbehaviour in public office, arising out of a similar extra duty racket. Two (2) other Police Officers, namely Inspector Dean Antoine, 53, of Petit Bourg; PC Vishal Heeralal, 28, of South Oropouche; and civilian Shane Veesh Heeralal, 28, of Fyzabad, were also jointly charged with offences arising out of the racket. Commissioner of Police (Ag), Mc Donald Jacob, said while five (5) persons have so far been arrested, the investigations into this extra duty racket, are far from over. He said based on information and evidence adduced so far, other persons, including Police Officers, can be arrested and charged.

The Ministry of Health is advising the population that on Wednesday night (22nd September 2021), Trinidad and Tobago confirmed its eleventh case of the COVID-19 Delta Variant of Concern (VOC). Three (3) more cases were confirmed only a few days ago, on 19th September 2021. Two (2) of those cases had no travel links, prompting Ministry Officials to suggest that the Delta variant may already be spreading amongst the population. According to the Ministry, the person is a Non-National who recently traveled to Trinidad from Mexico via Panama. The person was placed in isolation as soon as it was determined that the person tested positive for COVID-19. Contact Tracing, testing and quarantining of contacts were also immediately initiated, in accordance with national quarantine protocols. The person will remain in isolation until the enhanced discharge criteria for persons with COVID-19 Variants of Concern is achieved. The presence of the Delta variant was confirmed via gene sequencing at the laboratory of the Faculty of Medical Sciences, University of the West Indies. According to the World Health Organization (WHO), there have been confirmed cases of the Delta variant of COVID-19 in 185 countries. Research has suggested that the Delta variant is more easily spread from person to person as compared to previous variants (estimated to be 2 to 4 times more transmissible than the original Wuhan lineage of the virus). Additionally, evidence indicates that individuals who have contracted this variant may be prone to an increased risk of severe illness and hospitalization. This variant may also lead to an increase in cases of COVID-19 in younger age groups and in those who have been previously infected. The Ministry of Health is strongly advising all eligible persons to be vaccinated against the COVID-19 virus as soon as possible. The Ministry of Health revealed in its daily COVID-19 update this afternoon (Wednesday 22nd September 2021) that there are 285 new COVID-19 cases in Trinidad and Tobago plus six (6) additional deaths. The number of new cases is the second-highest for the month and represents a 44.67% increase in reported cases from yesterday. These new patients will be processed for admission at the discretion of the CMOHs.
There have been 4,264 new cases and 141 deaths so far in the month of September. The Ministry reported 197 new cases yesterday plus four (4) more unfortunate deaths. The country’s death toll has increased to 1,432. T&T’s total positive cases now rises to 49,111, with 4,082 being active cases. A total of 43,597 patients have recovered from the virus to date. 3,445 persons are in home self-isolation and there are 110 persons in total at State quarantine facilities. A total of 562,582 persons have been partially vaccinated with a first dose and 470,075 have been fully vaccinated (including single-dose Johnson & Johnson). The Ministry of Health held a virtual Press Conference at 11am this morning (Wednesday 22nd September 2021) to update the public on the latest developments with COVID-19 in Trinidad and Tobago. Below are the key points discussed today, courtesy of TTT Live Online: - Minister of Health, Terrence Deyalsingh, expressed concern about gatherings that may occur during this upcoming long weekend. He urged people not to congregate over this Republic Day weekend as it could lead to an increase in COVID-19 cases. - The Health Minister highlighted two (2) recent gatherings that have the potential to “sink our parallel healthcare system,” as follows:
- County Medical Officer of Health, St. George East, Dr. Osafo Fraser, gave details on the unvaccinated minor in his County who was later confirmed as having the Delta variant. According to Dr. Fraser, the unvaccinated child most likely contracted COVID-19 at a gathering of friends and neighbours. He said the child was playing with other unvaccinated minors “who were positive prior to this.” Their parents were also unvaccinated and were confirmed as having COVID-19. Dr. Fraser stated that most attendees at the gathering were found to be positive for the virus, and some severe cases were eventually hospitalised. An individual was later confirmed as having the Delta variant. Dr. Fraser urged parents and guardians to watch over their children as “they can be more efficient spreaders than adults.” - Dr. Fraser said over the last six (6) weeks, 90% of COVID-19 cases in County St. George East occurred in the unvaccinated population. He said out of forty-nine (49) persons hospitalized for COVID-19, forty-six (46) were unvaccinated. - Principal Medical Officer, Dr. Maryam Abdool-Richards, noted that the seven-day rolling average has increased, and is now at 209. Dr. Richards said Health Officials are worried by the increase, especially as the Delta variant has now been detected in the community. Additionally, eight (8) out of ten (10) Intensive Care Unit (ICU) beds continue to be filled in the parallel healthcare system. - According to Dr. Abdool-Richards, there are implications for this slight increase in COVID-19 cases:
- Director of Women’s Health, Dr. Adesh Sirjusingh, said menstrual disturbances are “fairly common” at all stages of a women’s reproductive life and may not be as a result of the COVID-19 vaccine. He said issues such as diabetes, thyroid disease, weight loss/gain, fibroids, and polycystic ovaries, impact a woman’s cycle. However, he said women should consult their Doctors if they experience menstrual disturbances. - Minister Deyalsingh said no one in Trinidad and Tobago has died after taking any of the COVID-19 vaccines. There have been five (5) adverse events related to taking the vaccine, and all five (5) have since been resolved. - Minister Deyalsingh said it is not too late for persons to make the decision to get the COVID-19 vaccine. In a Media Release a short while ago (Tuesday 21st September 2021), the Ministry of Education announced that secondary schools throughout Trinidad and Tobago will physically re-open on Monday 4th October 2021 for fully vaccinated students of Forms 4 to 6, for both teaching and practical sessions. The Ministry noted that arrangements to facilitate teaching and learning at these institutions are ongoing, and the Re-opening Guidelines will be made available to Principals within the coming week. Thirteen (13) persons were arrested for various offences by Officers of the Southern Division Task Force during an anti-crime exercise in the district on Friday (17th September 2021).
According to the Trinidad and Tobago Police Service (TTPS), based on information received, the Officers proceeded to a bar at Rochard Junction, Barrackpore, where they saw several persons gathered. Upon further investigation, the Officers noted that the crowd was larger than five (5). Eight (8) persons were arrested and charged for the offence of breach of the Public Health Regulations. As the exercise continued, the Officers conducted a search at an adjacent building, where they found five (5) persons, two (2) of whom were in possession of forty-six (46) bullfinches. Arnold Ramkhlawan, 26, of Moruga, and Samiel Jugon, 37, of Oropouche were both arrested and subsequently charged with possession of protected birds without a permit, and keeping the protected birds in undersized cages. Meanwhile the other three (3), Kelvin Audhem, 57, of Claxton Bay, was charged for the offence of consuming alcohol in a public place, Jimmy Lakhan, 37, also of Claxton Bay, was charged for possession of cocaine, and Robert Diljohn, 58, was arrested for possession of camouflage clothing and cocaine possession. Ramkhlawan and Jugon were scheduled to appear at the Princes Town Magistrates’ Court on Monday (20th September 2021) to answer the charges. The exercise was co-ordinated by W/Snr. Supt. For the first time since the early days of the Pandemic, the United States will open up air travel to vaccinated foreign nationals from dozens of countries. Starting in early November, the Biden administration will require all international travelers coming into the United States to be fully vaccinated and tested. According to White House COVID-19 Co-ordinator, Jeffrey Zients, foreign nationals will be allowed to fly into the U.S. if they are fully vaccinated and able to show proof of vaccination prior to boarding a U.S.-bound flight. The requirement will ease travel restrictions that limited entry into the U.S. in many cases for non-citizens who had recently been in thirty-three (33) countries, including many European nations and the United Kingdom, regardless of vaccination status. Zients said, "We will move to this much stricter global system, so we will have a consistent approach across all countries, it will require foreign nationals to be vaccinated, to prove they're vaccinated, and then to go through the testing and Contact Tracing regiments.” He also noted that the U.S. will also start putting additional testing requirements into place. Foreign nationals will have to be tested three (3) days prior to departure to the U.S. and show proof of a negative test, and unvaccinated Americans will have to test within one (1) day of departure and be required to test again after their arrival. The Centers for Disease Control and Prevention (CDC) will also require Airlines to collect information for each U.S.-bound traveler, including their phone number and email address, to aid Public Health Officials in Contact Tracing.
