The Ministry of Health revealed in its daily COVID-19 update this afternoon (Saturday 30th July 2022) that there are 162 new COVID-19 cases in Trinidad and Tobago plus three (3) unfortunate deaths. T&T’s total active positive cases is currently at 6,379.
The number of new cases represents a 22.86% decrease in reported cases from yesterday. The number of new deaths matches the highest for the month. Hospitalizations are at the highest level for the month and have been increasing for six (6) consecutive days. There have been 4,237 new cases and forty (40) deaths so far in the month of July. The Ministry reported 210 new cases yesterday plus two (2) additional deaths. The country’s death toll has increased to 4,051. As of 27th July 2022, 301 deaths were fully vaccinated persons while 3,355 deaths were not fully vaccinated. 390 deaths were recorded prior to 24th May 2021 (date at which the first group of vaccinated persons became fully vaccinated). A total of 715,508 persons have been fully vaccinated, representing 51.1% of the population. Meanwhile, 684,492 persons are not fully vaccinated (only received a first dose or no doses), representing 48.9% of the population. 167,341 persons in total have taken a booster shot. Based on data from 22nd July 2021 - 27th July 2022, 3,880 patients in the parallel healthcare system (Hospitals and step-down facilities) are fully vaccinated, representing 19.7%, while 15,838 are not fully vaccinated, representing 80.3%. The Ministry states that the number of positive cases reported reflects the samples taken during a 2-day period between 28th - 29th July 2022 and not the last twenty-four (24) hours. The Ministry also notes that there are currently 136 COVID-19 positive patients in total being treated at Hospitals and step-down facilities (up 2.26% from yesterday). Five (5) are in the Intensive Care Unit (ICU) and five (5) are in the High Dependency Unit (HDU).

The Trinidad and Tobago Meteorological Service (TTMS) has issued a High Wind Alert (Yellow Level) for a total of twenty-four (24) hours. The Alert begins at 8pm tonight (Saturday 30th July 2022) and will remain in effect until 8pm tomorrow (Sunday 31st July 2022).
The Met Office notes that an approaching Tropical Wave will be the main feature of our weather for this weekend with cloudy periods, showers and a few thunderstorms affecting mainly Trinidad, and to a lesser extent, Tobago. Another Wave is expected at the start of the new week with similar conditions. According to the Met Office, windy conditions are expected overnight and tomorrow (Sunday 31st July 2022), with the high potential (70% chance) for gusts in excess of 55 Km/h in the event of a heavy shower/thunderstorm. Such wind gusts may be brief but capable of displacing poorly secured roofs, loose outdoor objects as well as breaking off tree branches. Wind waves occasionally can reach up to 2.5m in open waters and may become choppy in sheltered areas. Citizens are advised to secure loose outdoor objects and livestock. According to reports, two (2) men have been shot dead on George and Queen Streets in Port-of-Spain this afternoon (Friday 29th July 2022), while a third man was also shot and injured. One of the men died at the scene and another was pronounced dead on arrival at the Port-of-Spain General Hospital.
In what has turned out to be a bloody Friday in T&T, earlier today the bodies of two (2) lifeguards, a husband and wife, were discovered at their home at Rincon Village, Las Cuevas. A Special Reserve Police (SRP) Officer appeared before a Justice of the Peace (JP) today (Friday 29th July 2022), charged with common assault and robbery with violence, which occurred on Sunday 24th July 2022.
According to the Trinidad and Tobago Police Service (TTPS), No. 9168 PC Devon Campbell, 41, last attached to the Oropouche Police Station, was also charged with demanding money by menace, following advice received from Director of Public Prosecutions (DPP), Roger Gaspard SC, on Thursday 28th July 2022. A female victim reported to Officers of the Professional Standards Bureau (PSB), that she was at the accused’s address on Sunday 24th July 2022, when they got into a heated altercation. During the incident, the accused allegedly physically assaulted the victim and took a quantity of cash and jewellery from her possession. He is then alleged to have pointed his licensed firearm at her face and tried to put it into her mouth. He also allegedly demanded that she give him a quantity of cash. An investigation was launched into the matter and Officers of the PSB conducted an exercise spearheaded by W/Snr. Supt. Suzette Martin, on Wednesday 27th July 2022. During the exercise, the accused was arrested. Campbell was charged by WPC Francis, also of the PSB, on Thursday 28th July 2022.
Police are on the hunt for a man who is alleged to have committed a double murder in Las Cuevas on Friday morning (29th July 2022). Reports indicate that some time between 7:30 AM and 8:00 AM, the bodies of 41-year-old Hollis Valdez and 40-year-old Shereen Bailey Valdez were discovered at their home at Rincon Village, Las Cuevas. The couple were lifeguards.
Police said both husband and wife were asleep at the time of their murders. The incident is believed to be connected to a domestic dispute. The husband and wife were said to have been separated for a short time, but recently reconciled. A suspect has already been identified.

The Ministry also notes that there are currently 133 COVID-19 positive patients in total being treated at Hospitals and step-down facilities (down 9.92% from yesterday). Four (4) are in the Intensive Care Unit (ICU) and three (3) are in the High Dependency Unit (HDU). A Cabinet-approved transformation and restructuring plan for the Water and Sewerage Authority (WASA) will lead to approximately 213 executive members of staff being out of a job by early next year in phase 1 of the cost-cutting exercise. This was revealed by Minister of Public Utilities, Marvin Gonzales, during a Press Conference on Thursday (28th July 2022), who said the plan had only been approved hours earlier by the Cabinet. WASA’s executive management staff currently stands at 426 and the transformation and restructuring plan recommends a 50% reduction. The plan is expected to be rolled out over a fifteen (15) to twenty (20) month period. Minister Gonzales said WASA’s Chairman, Ravindra Nanga, would be “written to and given the mandate to immediately commence the transformation process” upon receipt of the confirmed Cabinet minutes on Thursday. He added, “Now that the instruction is going over to the board to implement the restructuring and transformation process, the board is to return to the Ministry of Public Utilities and once I get the information and the instructions and the brief from the board with respect to the cost of this first phase in the restructuring process…that matter will be taken to the Cabinet and I will be liaising with my colleague, the Minister of Finance, to get the necessary financing to commence the transformation process.” Minister Gonzales said WASA will take on a new structure that will see five (5) service areas headed by five (5) managers who will directly report to the Chief Executive Officer. He said the level of management must be reduced to ensure WASA runs more efficiently and is not caught up in too much red tape.
Assuring that no move will be made to reduce the 5,000-strong workforce before discussions are had with the Recognized Majority Unions (RMUs), the Minister noted that both the National Union of Government and Federated Workers (NUGFW) and the Public Services Association (PSA) had also agreed that WASA was overstaffed. He said, “They have put forward on the table that when we have reached that point…they prefer the implementation of a Voluntary Separation of Employment (VSEP). I think there is general understanding that there will be some displacements.” He said the plan will bring WASA in line with modern operating systems and also lead to new job opportunities for both former workers who can be retooled and young persons seeking employment. The Minister, hopeful the restructuring plan will serve to reduce WASA’s operating budget by 25%, said, “The board is also mandated to ensure that its revenue collection is increased by $1 billion.” Also speaking at the Press Conference on Thursday, WASA Chairman Ravindra Nanga said, “At the lower levels…before any action is taken, negotiations will take place.” Referring to the restructuring plan, he stressed, “This is not a retrenchment exercise.” He said it was a dynamic plan and extensive efforts had gone into identifying WASA’s problems and shortcomings. Adding that, with very serious inefficiencies taking place and critical issues needing to be addressed, “We are starting at the top,” Nanga said. [Source: T&T Guardian] The Office of the Prime Minister (OPM) announced a short while ago that Prime Minister Keith Rowley tested positive for COVID-19 this morning (Friday 29th July 2022). The Prime Minister, who is fully vaccinated and received two (2) boosters, is said to be experiencing “very mild symptoms.”
The OPM said P.M Rowley will remain in isolation, in keeping with the current COVID-19 protocols. He first tested positive for the virus in early April of last year. The Prime Minister has cancelled all of his engagements over the upcoming period, however, the Emancipation function carded for today at the Diplomatic Centre will be hosted by members of the Cabinet. The Ministry of Health declared the Monkeypox virus a dangerous infectious disease on 23rd June 2022, in accordance with Section 103 of the Public Health Ordinance, Chap. 12 No. 4. Based on the World Health Organization's (WHO's) guidelines, Trinidad and Tobago is among Group 1 countries, which refers to States or parties with no history of Monkeypox in the human population or not having detected a case of Monkeypox for over twenty-one (21) days.
In a Media Release on Thursday (28th July 2022), the Ministry said Trinidad and Tobago has placed an indicative order with the Pan American Health Organization (PAHO) to secure 2,000 Monkeypox vaccines. The Ministry added, “This is part of the mitigation and preparation efforts in anticipation of the arrival of the Monkeypox virus to our shores. At this time, there is no confirmed date of arrival of these vaccines from PAHO. However, the public will be advised as soon as there is more information regarding the arrival of these vaccines into the country.” According to Chief Medical Officer Dr. Roshan Parasram, if you test positive for the Monkeypox virus, the recommended quarantine period (at home) is twenty-one (21) days. About Monkeypox Persons are reminded that the main symptoms of Monkeypox are: fever, rash, and swollen lymph nodes. The virus is transmitted to humans through close contact with an infected person or animal or contaminated material such as bedding. The virus may also be transferred from one person to another by close contact with lesions, body fluids and respiratory droplets. Additionally, if you or anyone close to you have had a recent travel history from any country where cases have been detected and develop symptoms, as described above, please visit your nearest healthcare provider. The WASA Chairman said one of the problems identified lies with management and the restructuring “will start at the top.” He said workers at the Bargaining Units and lower levels “have absolutely nothing to fear.” - The Public Utilities Minister confirmed that there is a strategy to improve water supply to all citizens.
