The Ministry of Health revealed in its daily COVID-19 update this afternoon (Saturday 23rd April 2022) that there are 475 new COVID-19 cases in Trinidad and Tobago plus one (1) additional death. T&T’s total active positive cases is currently at 6,943.
The number of new cases is the second highest for the month (546 on 21st April 2022) and represents a 13.37% increase in reported cases from yesterday. This is the fourth consecutive day of increasing cases. There have been 6,499 new cases and sixty-two (62) deaths so far in the month of April. The Ministry reported 419 new cases yesterday plus three (3) more unfortunate deaths. The country’s death toll has increased to 3,812. As of 20th April 2022, 268 deaths were fully vaccinated persons while 3,149 deaths were not fully vaccinated. 390 deaths were recorded prior to 24th May 2021 (date at which the first group of vaccinated persons became fully vaccinated). A total of 710,916 persons have been fully vaccinated, representing 50.8% of the population. Meanwhile, 689,084 persons are not fully vaccinated (only received a first dose or no doses), representing 49.2% of the population. 149,670 persons in total have taken a booster shot. Based on data from 22nd July 2021 - 20th April 2022, 3,223 patients in the parallel healthcare system (Hospitals and step-down facilities) are fully vaccinated, representing 18.1%, while 14,581 are not fully vaccinated, representing 81.9%. The Ministry states that the number of positive cases reported reflects the samples taken during a 3-day period between 20th - 22nd April 2022 and not the last twenty-four (24) hours. The Ministry also notes that there are currently 147 COVID-19 positive patients in total being treated at Hospitals and step-down facilities (down 3.92% from yesterday). Ten (10) persons, including two (2) children, are now homeless following a fire which gutted two (2) houses and a small food business in Bayshore West, Marabella, on Friday morning (22nd April 2022). According to reports, a resident observed sparks on an electricity pole around 1:30am early Friday morning and alerted her relatives. Residents believe the fire was caused by thieves interfering with overhead cables. The official cause of the fire has not yet been determined by authorities. A Police Constable was shot dead in Diego Martin this afternoon (Friday 22nd April 2022) while on duty. The Officer has been identified as PC Gilkes. He was described as an engaging individual, who was involved in several operations that resulted in the seizures of firearms in the Western Division.
According to reports, Police Officers of the Western Division Task Force went to Richplain Road, Diego Martin, around 3pm to execute a search warrant on a man wanted by the Police. The Officers allege they were fired upon and forced to take cover. They returned fire in the direction the shots were coming from. However, a Police Constable was shot on his neck and upper torso. He was placed into a Police vehicle and taken to the St. James Infirmary. He unfortunately died while undergoing treatment. A 31-year-old woman and a 32-year-old man have been charged with manslaughter, following the death of the woman’s 6-year-old son, Zackariah Charles.
According to the Trinidad and Tobago Police Service (TTPS), Rnella Charles and Stephon Brizan, of Old St. Joseph Road, East Dry River, were both charged with the offence on Wednesday 20th April 2022, following advice received from Director of Public Prosecutions (DPP), Roger Gaspard, SC. The charges were laid by WPC Morgan-Job of the Homicide Bureau of Investigations (HBI) Region One. Charles and Brizan are expected to appear before the Port-of-Spain Magistrates’ Court on Friday 22nd April 2022 to answer to the charges. According to a Police report, on 12th April 2022, Zackariah was brought in to the Port-of-Spain General Hospital by relatives, in an unresponsive state. It was reported that he allegedly slipped and fell while running to get a towel following his bath that night. The pair was subsequently detained in connection with the incident. The investigation was supervised by Inspectors Lynch and Jones and Legal Officer, Insp. Mongroo of HBI Region One, with assistance from Officers of the Port-of-Spain Division. In a Media Release on Thursday (21st April 2022), the Ministry of Education said that school violence continues to pose a challenge to the operations of, in particular, fifteen (15) secondary schools across Trinidad and Tobago. Though all schools operate by the guidelines of the National School Code of Conduct, and notwithstanding the operations of the School Social Workers and Guidance Councillors of the Student Support Services Division, and the collaboration of Community Police in these particular schools, violent incidents continue.
The Ministry notes that staff of the Student Support Services report that the impact of these incidents is compounded by their taping and circulation on social media. “The effect of this has been, in some cases, to encourage perpetrators, as they see this as glorification of their deeds - a positive development - in which they revel.” The Ministry states that the current School Discipline Matrix relies on suspension from school as one of its most severe consequences for indiscipline - however, this no longer serves as a deterrent for many of the repeat offenders. “In fact, being suspended from school is seen as a badge of honour, and in many cases, allows them freedom to engage in other activities, many of which are negative. A trend also observed is the fact that making contact with the parents of the repeat offenders is often very difficult for school officials, and those parents generally do not attend the various parenting seminars and other developmental programmes hosted by the Student Support Services at the schools.” For these reasons, the Ministry states the inter-ministerial committee was assembled to make recommendations for the updating of the School Discipline Matrix, with involvement of key Ministries and agencies such as the Ministries of National Security, Youth Development, Social Development and Family Services, Sport and Community Development, Gender and Child Affairs, along with the Children's Authority and the Trinidad and Tobago Police Service (TTPS). This committee is expected to deliver its recommendations by the first week of May 2022, for discussion with wider Education Stakeholders and approval by the Cabinet. The Ministry said, “In the interim, to provide more immediate support to schools at the start of Term III, the Community Police, in collaboration with the Ministry of Education, assigned dedicated staff to each of the fifteen (15) secondary schools where violence incidents have been seen to be most prevalent. These schools also have dedicated Guidance Councillors and School Social Workers.” The Ministry added, “At this time, based on the number of violent incidents which have taken place both inside and outside of these schools' compounds over the last two (2) days, the Ministry of Education consulted with both the Ministry of National Security and the Commissioner of Police to discuss an immediate response to incidents of school violence, pending the recommendations of the inter-ministerial committee. The outcome was a letter of formal request from the Ministry of Education to the Commissioner of Police for advice on the procedure for removing violent students from the school environment to one which can offer them rehabilitative services. The TTPS has also been asked to immediately provide patrols directly outside of the schools in question, as well as in their vicinity, at the close of the school day, to deter students from violent outbursts.” The Community Police held an emergency meeting with the TTPS Child Support Unit and the Chief Education Officer of the Ministry of Education today (Thursday 21st April 2022), “to discuss what steps would need to be taken to return these schools to an atmosphere of safety, conducive to teaching and learning. One of the immediate recommendations is the temporary posting of Police Officers to the fifteen (15) schools, so that they would be available throughout the school day to provide support for violence deterrence. The Ministry will pursue this with the Commissioner of Police.” While these measures are in place, along with those of the Student Support Services, the Ministry said it awaits the recommendations of the inter-ministerial team, “which will include other supportive structures aimed at the elimination of school violence and the promotion of positive behaviours among the Nation's student population. Prime Minister Keith Rowley held a Press Conference at 2:30pm this afternoon (Thursday 21st April 2022) at the VIP Lounge at the Piarco International Airport, shortly after his return from Barbados where he participated in and delivered remarks at the opening of the Roundtable Discussion on De-Risking and Correspondent Banking. Noting that one of the most profitable aspects of the economy is the banking business, P.M Rowley said it is critically important that regional banks are allowed to function “without fetter” and are allowed to grow so the region can benefit from the banking system. - P.M Rowley confirmed that he will be in Washington D.C. from this Sunday (24th April 2022) for one (1) week for bilateral discussions. - The Prime Minister confirmed that further public health adjustments will be made soon in relation to the cruise ship and travel industries. - P.M Rowley reminded citizens that COVID-19 is still with us, and mask wearing remains mandatory in public. He stated, “We continue to wear the mask because it reduces, if not eliminates, our individual exposure, either from getting it ourselves or spreading it to others.” - On the recent spate of murders, the Prime Minister said Government, the Trinidad and Tobago Police Service (TTPS), and other agencies are actively engaged in dealing with crime, especially gun crimes. - P.M Rowley also expressed concern over the high number of school fights since school re-opened this week. However, he said the re-introduction of corporal punishment is not on the agenda to deal with school violence. He added, “The violence I am seeing is unacceptable. It is expected that Mr. Justice Morrison QC and Mr. Wilson will receive their instruments of appointment as Commissioners from Her Excellency the President of the Republic of Trinidad and Tobago on Friday 22nd April 2022. |
