On Monday 21st March 2022, the Ministry of Health hosted a mini symposium with key stakeholders to discuss the move towards a Voluntary Non-Remunerated Blood Donation (VNRBD) System for Trinidad and Tobago. The VNRBD System, which will succeed the Replacement (Chit) System approach currently utilized nationally, will address the challenges faced in the collection of blood and blood products for the health system.
The symposium, which took place at the Eric Williams Medical Sciences Complex, Mount Hope, included senior representatives from the following:
In her presentation, Dr. Erica Wheeler, PAHO/WHO Country Representative for Trinidad and Tobago, stated that “blood donation by unpaid voluntary blood donors is critical to the safety and sustainability of national blood supplies, as replacement donation by family and friends of patients requiring transfusion can rarely meet clinical demands for blood." The concept of voluntary blood donation is not new to Trinidad and Tobago. Dr. Kenneth Charles, Consultant and Senior Lecturer at the University of the West Indies, highlighted the case of the University of the West Indies Blood Donor Foundation (UWIBDF) during his presentation on the Strategic Plan for the National Blood Transfusion Service. Over the period of 2015 to 2019, the quantity of voluntary non-remunerated donations received during UWIBFD blood donation drives rose from 13 to a high of 118. The insights from the UWIBFD experience will be incorporated into the strategy for the national VNRBD System. The Honourable Terrence Deyalsingh, Minister of Health, concurred that the current system of donated blood has created inequity in the system. He highlighted the need for a structured programme to promote altruistic blood donation, which would increase the number of blood units collected annually and ensure that a safe and secure supply of blood is available to every member of the public, despite socio-economic differences. The introduction of this new system is another step in the Ministry of Health's strategic objective to reform and improve public healthcare delivery in Trinidad and Tobago. The Ministry of Social Development and Family Services is advising the public that effective from 1st April 2022, ONLY cheques cashed at the following institutions will be honoured for Senior Citizens' Pension, Public Assistance, Disability Assistance and Food Support Grants:
The Ministry notes that the encashment of these cheques are strictly prohibited at the following:
Encashment of cheques at the above mentioned unauthorised establishments, will be in breach of Regulation 14 of the Senior Citizens' Pension Act Chapter 32:02; Regulation 8 of the Senior Citizens' Pension Act Chapter 32:03 and the Ministry's Policies. The Ministry is reminding and encouraging all recipients of these grants to sign up for the Direct Deposit System, so that funds are deposited directly into their bank accounts, in a safe, reliable and convenient way. Speaking in Parliament today (Friday 25th March 2022), Health Minister Terrence Deyalsingh confirmed that Spain has agreed to donate 40,000 doses of Pfizer paediatric vaccines. Following the receipt of these doses, Minister Deyalsingh said Government will commence its vaccination program for children between the ages of five (5) to eleven (11) years old. The Minister said he could not yet give a firm date for delivery. He noted in Parliament, “But as with all the vaccines coming in, we are working assiduously behind the scenes to acquire these vaccines in the shortest space of time, and let's hope that you all [the Opposition] encourage children to take the vaccines.” The Minister said the Government is also in discussion with Pfizer to procure more paediatric vaccines as he estimates that 120,000 children qualify for the shot which will therefore require 240,000 doses. Minister Deyalsingh added that the shots from Spain will have a short expiry date and is expected to expire in June 2022. The Health Minister said the World Health Organization (WHO) granted approval for the use of the paediatric vaccines on children in January 2022. [Source: T&T Guardian]
