A Chaguanas couple is expected to appear before a Port-of-Spain Magistrate after they were charged on Saturday (28th May 2022) with various offences stemming from an incident where false statements were made on tint exemption applications.
This follows the arrest of Assistant Commissioner of Police, Nazrudeen Pragg, on Wednesday 25th May 2022. He was charged with two (2) counts of Misbehaviour in Public Office on Friday 27th May 2022 in relation to this matter. According to the Trinidad and Tobago Police Service (TTPS), advice was sought from the Director of Public Prosecutions (DPP), Mr. Roger Gaspard, SC, who advised that Sheldon Martin, 34 and Petra Johnson-Martin, 32, be both charged with knowingly and wilfully making a statement false in material particular to wit: A declaration that the information provided in an application for Tinted Window Exemption in favour of a motor vehicle, that he/she was an employee of the Trinidad and Tobago Police Service (TTPS), contrary to Section 8 (b) of the Perjury Act Chapter 11:14. Sheldon Martin, was also charged with three (3) other offences, contrary to the Firearms Act Chapter 16:01. Police reports indicate that on Monday 16th and Tuesday 17th August 2021, the accused persons, Sheldon Martin and Petra Johnson-Martin, filled out two (2) applications to the Ministry of Works and Transport, Transport Division, for Tinted Window Exemption forms in relation to their respective motor vehicles. These exemptions reflected that they were both Police Officers in the Trinidad and Tobago Police Service (TTPS), when in fact, Sheldon Martin is employed with the Trinidad and Tobago Defence Force (TTDF), while his wife Petra Johnson-Martin is employed as a Support Service Representative at a shipping company. The application forms were later submitted and approved. A report was made to the Professional Standards Bureau (PSB) on Friday 20th May 2022, and Senior Superintendent PSB, Suzette Martin, was detailed to conduct enquiries into the matter. The Ministry of Health revealed in its daily COVID-19 update this afternoon (Sunday 29th May 2022) that there are 322 new COVID-19 cases in Trinidad and Tobago plus three (3) additional deaths. T&T’s total active positive cases is currently at 9,558. The number of new cases represents an 18.07% decrease in reported cases from yesterday.
There have been 13,341 new cases and eighty-three (83) deaths so far in the month of May. The Ministry reported 393 new cases yesterday plus six (6) more unfortunate deaths. The country’s death toll has increased to 3,912. As of 25th May 2022, 278 deaths were fully vaccinated persons while 3,231 deaths were not fully vaccinated. 390 deaths were recorded prior to 24th May 2021 (date at which the first group of vaccinated persons became fully vaccinated). A total of 712,537 persons have been fully vaccinated, representing 50.9% of the population. Meanwhile, 687,463 persons are not fully vaccinated (only received a first dose or no doses), representing 49.1% of the population. 158,472 persons in total have taken a booster shot. Based on data from 22nd July 2021 - 25th May 2022, 3,520 patients in the parallel healthcare system (Hospitals and step-down facilities) are fully vaccinated, representing 18.8%, while 15,183 are not fully vaccinated, representing 81.2%. The Ministry also notes that there are currently 195 COVID-19 positive patients in total being treated at Hospitals and step-down facilities (down 3.47% from yesterday). Advice was sought from the Director of Public Prosecutions (DPP) Mr. Roger Gaspard, SC, on Friday, who advised that Assistant Commissioner of Police, Nazrudeen Pragg, be charged with one (1) count of Misbehaviour in Public Office to wit: knowingly entering false and misleading information on an application form issued by the Ministry of Works and Transport, Transport Division, for a tinted window exemption certificate for a black Kia Sportage motor vehicle, the applicant being a civilian and stating that the applicant was employed by the Trinidad and Tobago Police Service (TTPS) as an Intelligence Officer for the purpose of procuring the said exemption certificate from the Transport Commissioner. Pragg was also charged with one (1) count of Misbehaviour in Public Office to wit: knowingly entering false and misleading information on an application form issued by the Ministry of Works and Transport, Transport Division, for a tinted window exemption certificate for a white Nissan Navara motor vehicle, the applicant being a member of the Trinidad and Tobago Defence Force (TTDF) and stating that the applicant was employed by the Trinidad and Tobago Police Service (TTPS) as an Intelligence Officer for the purpose of procuring the said exemption certificate from the Transport Commissioner. Pragg, 59, of Preysal, Couva, was last attached to the Central Intelligence Bureau. He is due to appear at the Port-of-Spain Magistrates’ Court on 30th June 2022. These application forms were later submitted to the Transport Commissioner and approved, and the Tint Exemption Certificates were issued to the applicants. A report was made to the Professional Standards Bureau (PSB) on Friday 20th May 2022, and the Senior Superintendent, PSB, Suzette Martin, was detailed to conduct enquiries. Police Sergeant Jaipersad Baran, 45, was asleep with his family around 2:30am on Thursday morning (26th May 2022) when he heard a loud noise outside his home at Corial Road, Iere Village, Princes Town. Upon investigating, he saw his garage engulfed in flames. Baran tried to stop the blaze with a fire extinguisher, but was unsuccessful.
As the fire quickly spread to the house, Baran’s wife and three (3) children, ages twelve (12), ten (10) and seven (7), managed to escape the burning building. Neighbours tried using water from hoses and buckets to douse the flames before Fire Officers arrived on the scene, along with several Police Officers. After the fire was successfully extinguished, it was discovered that the family’s three (3) vehicles — two (2) Nissan Tiidas and a Nissan B13 — were destroyed. Their home was also damaged and sixty-nine (69) of the family’s pet birds perished in the blaze. Investigators suspect the fire was due to an arson attack. Police said the family received death threats in the past, but the incident is not believed to be linked to Baran’s job. Baran, who was last attached to the Central Division, has been on vacation leave. According to a relative, a trail of flames was seen at the house after the fire started, describing it as, “like when somebody throw something, it was just catching up.” Residents also allege they saw two (2) masked men running away from the scene. In a Media Release today (Friday 27th May 2022), the Trinidad and Tobago Police Service (TTPS) said, “Operational units continue in their dedicated efforts to take illegal firearms off the streets, with the arrest of three (3) persons and the seizure of a pistol, a firearm component, two (2) magazines, and quantities of ammunition and camouflage clothing in the Western Division (WD), yesterday.”
According to the TTPS, the seizures and arrests occurred when Officers of the Western Division Task Force and the Canine Unit conducted an anti-crime exercise in the Diego Martin district, between 2am and 7am, on Thursday (26th May 2022). During the exercise, Officers executed a search warrant at the Richplain Road home of two (2) suspects. The search resulted in Officers finding one (1) P80 pistol, the ammunition, the firearm component and five (5) articles of camouflage clothing. The two (2) suspects who were at the house at the time of the exercise were arrested in connection with the finds. The same party of Officers then proceeded to Lanse Mitan Road, Carenage, where they found one (1) article of camouflage clothing at the home of a male suspect. The exercise was spearheaded by Snr. Supt. (Ag.) Remy, Supt. Henry, ASP Brown and supervised by Sgt. (Ag.) Carmona and Cpl (Ag.) Khan, all of the WD.
Public Sector workers are protesting the Government's offer of a 2% salary increase over an 8-year period. The Joint Trade Union Movement (JTUM) and members of several other Union bodies began gathering at 10am this morning (Friday 27th May 2022) at Memorial Park in Port-of-Spain. After a brief conversation between Union Leaders Michael Annisette and Ancel Roget, and Senior Officers from the Trinidad and Tobago Police Service (TTPS), a march through the streets of Port-of-Spain began.
The first stop by the large group of protesters was the Chief Personnel's Office and from there they were expected to proceed to the Ministry of Finance. Loud chants were heard, including “Rowley and Imbert out,” “Get down from there Rowley” and “2% nothing!”

A man and his common law wife were both granted $130,000 bail with a surety by a Justice of the Peace (JP) on land and car fraud charges. According to the Trinidad and Tobago Police Service (TTPS), Damian Ramdath, 39, a self-employed truck driver and Nikita Keisha Mungal, 36, self-employed, both of Freeport, who were charged by PC Ramkissoon of the Fraud Squad, were granted $80,000 and $50,000 with a surety, respectively, by JP Stephen Young.
In the first incident, Ramdath was jointly charged with Mungal for obtaining $26,000 by false pretence following an investigation into a report in which a man told Detectives that during May 2016 and June 2016 he allegedly paid the cash to a woman and a man as down-payment towards the purchase of a parcel of land located in Exchange, Couva. According to the man, he was led to believe that the sellers of the land were the owners, however, he later learned they were not. In the second incident, a man reported to Police that he paid a woman $5,000 as down-payment for the sale of a Toyota Axio motor vehicle valued at $125,000. The man told Police that upon delivery of the vehicle, he was required to pay the balance of the money, however, the woman allegedly failed to deliver the vehicle and attempts to be refunded were unsuccessful. Following enquiries, both Ramdath and Mungal were indicted with the offences. Mungal is scheduled to appear on 31st May 2022 at the Port-of-Spain Magistrates’ Court in the second incident, while she and Ramdath will appear on 17th June 2022, to answer the joint charge. |
